An Uneven and Deficient Monsoon
After a weak start in June, the 2026 monsoon season has struggled to maintain momentum. As of mid-August, the all-India rainfall deficit stood at around 12-13%. However, this national average hides a more complex reality. The distribution has been highly
erratic, with central India receiving excess showers in July while other major agricultural belts remain dry. The east and northeast regions are facing the most significant shortfall at 27% below normal, followed by the southern peninsula with a 20% deficit. This pattern of intense rain in some areas and prolonged dry spells in others is a major concern for the ongoing Kharif season.
The Climatic Factors at Play
Two major climatic phenomena are shaping this year's monsoon. Firstly, moderate El Niño conditions are present over the Pacific Ocean and are expected to strengthen. El Niño, a warming of the ocean surface, is historically linked to weaker monsoon rainfall over India. The India Meteorological Department (IMD) has flagged this as a key reason for its forecast of below-normal rainfall for the second half of the season (August-September). While a positive Indian Ocean Dipole (IOD), which can aid the monsoon, may develop later, its effects are not yet certain. The result is a monsoon characterized by long "break" periods and inconsistent rainfall.
Critical Impact on Kharif Sowing
The erratic rainfall has directly affected Kharif sowing, which was down by about 2% year-on-year as of August 14. Key crops are lagging, with rice acreage down by 3.65% and soybeans by 1.44%. While the sowing window is closing, the main concern has now shifted from acreage to yield. Crops like soybean, maize, and rainfed paddy are entering critical growth stages, such as flowering and grain-filling, where consistent moisture is essential. According to a recent report, about 64% of India's agricultural area is experiencing some form of drought stress due to insufficient rain and soil moisture. This could severely impact final productivity even if overall acreage numbers seem stable.
The Regional Divide for Farmers
The impact on farmers varies dramatically by region. States like Bihar, Jharkhand, Punjab, and Kerala are facing significant rainfall deficits of 25% or more. Many of the country's most productive agricultural districts are struggling; reports indicate that 40 of the top 50 rice-producing districts are running rainfall deficits. Similarly, major soybean and maize districts are also short on rain. In contrast, states like Odisha have received excess rainfall due to successive low-pressure systems forming in the Bay of Bengal. This highlights that a farmer's fate this season depends heavily on their location, as heavy rains in one state cannot compensate for drought in another.
What Is the Outlook for the Coming Weeks?
The IMD has forecast below-normal rainfall for August and September. However, there is a silver lining. Weather models suggest that the Bay of Bengal is set to become highly active, potentially generating a series of low-pressure systems through the end of August. These systems are expected to bring widespread rain to central, eastern, and northern India, which could help reduce the rainfall deficit and provide much-needed moisture for standing crops. This active phase may offset some of the negative impact of El Niño. For farmers, the performance of the monsoon over the next few weeks will be the deciding factor for the Kharif harvest.
