From Payments to Autonomous Actions
Imagine telling a voice assistant to handle your weekly grocery shopping, and it not only places the order but also pays for it automatically, without you needing to approve the transaction. This is the future envisioned for UPI. Recent reports indicate
India is actively developing a framework, potentially called the Unified Agent Protocol (UAP), that would allow AI agents to make small-value digital payments on behalf of users. This moves UPI beyond a simple payment instruction network into a platform for what is known as 'agentic AI'—where software can take actions in the real world based on pre-set rules and permissions. This shift means AI would not just recommend a product but could complete the entire purchase cycle autonomously.
How Would It Work?
The system would empower users to delegate specific payment authority to an AI agent. For instance, you could set a rule for your e-commerce account's AI to automatically purchase a product if its price drops below a certain threshold or to pay recurring utility bills without manual intervention. To enable this, the National Payments Corporation of India (NPCI) is expected to leverage existing UPI mechanisms. One is 'UPI Circle,' which allows a primary account holder to delegate payment authority to a secondary user—in this case, an AI agent. The other is 'Reserve Pay,' which lets users block funds for multiple future debits. Users would have robust controls, setting spending limits and defining the types of transactions the AI agent is permitted to make, with built-in audit trails and identity checks for security.
The Bigger Picture: Connecting ONDC
This evolution of UPI doesn't exist in a vacuum. It aligns perfectly with the broader vision of the Open Network for Digital Commerce (ONDC). ONDC aims to democratise e-commerce by creating an open, interoperable network where any buyer can connect with any seller, breaking down platform monopolies. By integrating AI-powered payments via UPI, the ONDC ecosystem could become significantly more efficient and user-friendly. An AI agent could scan multiple sellers on the ONDC network for the best price on an item and execute the purchase using UPI, all in one seamless action. This combination has the potential to supercharge India's digital economy, making it easier for small businesses to compete and for consumers to get the best value.
The Challenges Ahead: Security and Trust
Granting financial autonomy to software agents naturally raises significant questions about security and liability. The very speed and irreversibility that make UPI so effective also create vulnerabilities. AI-powered scams, such as sophisticated voice cloning and personalised phishing attacks, are already a growing threat. To counter this, the new framework will require stringent controls. The NPCI is reportedly building a liability framework to determine responsibility in case of erroneous or fraudulent transactions made by an AI agent. Advanced, real-time AI fraud detection systems, which are already being deployed to monitor the massive volume of UPI transactions, will become even more critical. Building user trust will hinge on the system's ability to prove its reliability and security from day one.
