future markets into the primary engines of growth. A recent industry conference highlighted that scaling healthcare infrastructure into these smaller cities is now a major focus for leading brands. This expansion is fueled by a dramatic rise in pet ownership, which saw India's pet population grow from around 22 million in 2018 to over 38 million by 2023. Projections estimate this number will approach 60 million by 2028. As a result, the market is expanding rapidly, with e-commerce platforms reporting that a significant portion of their recent growth, including a 95% year-on-year increase in online orders for pet products, is coming from these emerging cities.
What’s Driving the Boom?
Several powerful forces are behind this expansion. The most significant is a cultural shift known as 'pet humanization', where owners increasingly see their pets as children or integral family members. In India, 57% of pet owners consider their pets as family. This deep emotional bond makes them more willing to spend on their well-being. Rising disposable incomes are another critical factor, allowing households to treat pet care as a priority rather than a luxury. This trend is particularly strong among Millennials and Gen Z, who are adopting pets at high rates and driving demand for premium products and services. Many are first-time pet owners, creating a huge demand for education, accessible products, and professional guidance. The pandemic also played a role, accelerating pet adoptions as people sought companionship during lockdowns, further boosting the industry.
More Than Just Pet Food
The expansion into smaller cities goes far beyond just selling bags of kibble. While pet food remains the anchor of the market, the services segment—including grooming, boarding, and training—is gaining significant momentum. Pet salons and mobile grooming vans are no longer just a metro phenomenon. Demand for professional training has reportedly tripled in the last five years, driven by a wave of first-time owners. The market for accessories, healthcare, and specialized products is also booming. Pet parents are now investing in everything from pet insurance and wellness supplements to behavioural therapy and specialized diets. This diversification signals a maturing market where holistic well-being is paramount, creating opportunities for a wide range of businesses, from local entrepreneurs to established national brands.
Local Opportunities and Hurdles
This wave of expansion presents a golden opportunity for local entrepreneurs in Tier-2 and Tier-3 cities to launch services like grooming, daycare, and training. However, the path is not without its challenges. Distribution networks in these regions remain fragmented, making it difficult to ensure consistent availability of products. Affordability can also be a constraint, as consumers in these markets are often more price-sensitive. Furthermore, there's a need to educate a large base of new pet owners who may not be fully aware of modern pet care standards and nutritional needs. Despite these hurdles, the consensus among industry leaders is clear: the opportunity is significant. Brands are adapting by creating a mix of premium and affordable products and investing in consumer awareness to build trust and capture this fast-growing demographic.
