A New Era of Cosmic Handshakes
In recent years, India has decisively shifted its space policy from a primarily state-run enterprise to a more inclusive model. This culminated in key policy reforms starting around 2020, which opened the floodgates for private participation. These domestic
reforms are now being supercharged by a proactive diplomatic strategy. A prime example is India signing the U.S.-led Artemis Accords in 2023, a non-binding agreement outlining principles for cooperation in civil space exploration. This move positions India within a major global bloc dedicated to returning humans to the Moon and beyond. Beyond the Accords, recent high-level meetings, like the India-U.S. Civil Space Joint Working Group in August 2026, have deepened collaboration, with NASA formally inviting ISRO to participate in its lunar base program. Similar engagements with European and Italian space agencies have led to concrete partnerships for a number of Indian startups.
Unlocking the Global Marketplace
For India's 400-plus space startups, these international agreements are more than just symbolic. They are a golden ticket to the global marketplace. Being part of frameworks like the Artemis Accords lends credibility and ensures Indian systems are developed with international interoperability in mind. This makes it easier for Indian companies to integrate into global supply chains for everything from component manufacturing to ground station services. The government has backed this with policy, liberalising Foreign Direct Investment (FDI) rules in 2024 to allow up to 74% FDI in satellite manufacturing and up to 100% in components. This not only invites capital but also encourages joint ventures. We are already seeing Indian space companies signing MOUs with international partners for launch services and satellite infrastructure, a direct result of these diplomatic efforts. Industry leaders note a rise in international contracts and investor confidence, signalling that the world is now actively looking at what Indian startups have to offer.
Fuelling Innovation at Home
Collaboration is a two-way street for technology. These international ties facilitate a more streamlined exchange of advanced technology and mission-critical data. For years, private Indian firms acted primarily as suppliers to ISRO, which helped build foundational engineering discipline. Now, with access to ISRO's facilities and a mandate to innovate, they can leapfrog certain development cycles. Partnerships with agencies like NASA, exemplified by the joint NISAR satellite mission, provide invaluable experience in building and managing complex, high-tech projects. The government is further catalysing this through domestic funding mechanisms like the IN-SPACe Seed Fund Scheme and a Venture Capital Fund to support early-stage R&D. This combination of foreign collaboration and domestic support is crucial for the private sector to move beyond just building rockets and focus on the more sustainable growth engine of downstream applications like satellite data services for agriculture, climate monitoring, and disaster management.
Navigating the Challenges Ahead
While the trajectory is promising, the path is not without its asteroids. India's space economy, currently valued at around $8-9 billion, is projected to hit $44 billion by the early 2030s, but this growth is not guaranteed. A key challenge is the fierce global competition from established players like SpaceX and a growing number of Chinese commercial launch providers. Indian startups face significant funding gaps compared to their U.S. counterparts and long development cycles for deep-tech projects. Moreover, while policies like the Indian Space Policy 2023 and the creation of the single-window agency IN-SPACe are steps in the right direction, a comprehensive legislative framework covering aspects like liability and insurance is still developing. Some industry insiders also caution that there is a gap between public relations wins and actual engineering execution, highlighting the need for a mature approach to mission success.
