This step is crucial to cook the flour and remove its raw taste. 2. Turn off the flame and transfer the roasted flour to a mixing bowl. Let it cool slightly. 3. Add the powdered jaggery, chopped nuts, and cardamom powder to the warm ragi flour. 4. Mix everything well until the jaggery melts and is fully incorporated. The mixture should come together. 5. While the mixture is still warm, take small portions and roll them between your palms to form round laddoos. 6. Let them cool completely before storing them in an airtight container. Drain the soaked bajra. You can lightly grind it for a few seconds on pulse mode for a finer texture or use it whole for more crunch. 2. In a pressure cooker, add the bajra with 1.5 cups of water and cook for 6-7 whistles until soft. Let the pressure release naturally. 3. In a separate heavy-bottomed pan, bring the milk to a boil. Let it simmer on low heat, stirring occasionally, until it reduces to about two-thirds of its original volume. 4. Add the cooked bajra to the reduced milk. Stir well and let it cook on low flame for 10-15 minutes until the kheer thickens. 5. Turn off the heat. Add the jaggery or brown sugar, cardamom powder, and saffron.
