Indian citizens have several pathways to enter Saudi Arabia for tourism. While Indians are not yet eligible for the standard tourist e-visa that citizens of some other countries can get directly, there are clear and simplified alternatives. The most popular
options include a visa on arrival, a stopover visa, and a traditional consulate visa. A 'Package Visa' is also being piloted, bundling the visa with flights and hotels. Each option caters to different travel needs, whether you're making a short stop or planning a longer exploration. All Indian passport holders must have a visa to enter the country, as there is no visa-free arrangement.
Visa on Arrival: The Game Changer
Perhaps the most convenient option for many is the visa on arrival. Indian passport holders who have a valid and previously used US, UK, or Schengen visa are eligible for this. The visa must be for tourism or business. A crucial condition is that travellers must arrive on a Saudi national carrier like Saudia or Flynas to qualify for this facility. This option streamlines entry for Indians who are already international travellers, allowing them to get their tourist visa upon landing at a Saudi airport. It's important to note that since early 2025, tourist visas issued this way have been single-entry only, a change from the previous multiple-entry policy.
The 96-Hour Stopover Visa
For those with a long layover, the free 96-hour Stopover Visa is an excellent choice. This visa is specifically for passengers travelling with Saudia or Flynas and allows you to enter the country for up to four days. It’s an ideal way to get a taste of Saudi Arabia, perform Umrah, or explore a city like Jeddah or Riyadh during your journey to another destination. The visa application is integrated into the flight booking process with these airlines. While the visa itself is free, there are small mandatory fees for administration and medical insurance. The visa is valid for 90 days from issuance and allows for a single entry.
How to Apply and What It Costs
If you don't qualify for visa on arrival, you'll need to apply for a visa through a Saudi embassy or consulate. The process typically involves filling out an application form, providing supporting documents, and paying the fee. For a standard tourist visa obtained through a travel agent, the cost can be around ₹25,000 for a 30-day single-entry visa. The cost includes the visa fee and processing charges. The new Package Visa, which is in a pilot phase for travellers from India, costs SAR 402.2 (approximately ₹10,223), bundling the visa and mandatory health insurance. The free Stopover Visa only has minimal administrative and insurance fees, often totalling under ₹2,500.
Essential Documents to Prepare
Regardless of the visa type, having the right documents is critical. A passport with at least six months of validity from your date of entry and at least two blank pages is mandatory. Other common requirements include recent passport-sized photographs with a white background, proof of accommodation like hotel bookings, confirmed return or onward flight tickets, and proof of mandatory health insurance valid in Saudi Arabia. For those applying for a visa through a consulate, documents like a bank statement and a letter stating the purpose of travel may also be needed.
Key Things to Remember Before You Go
Saudi Arabia has modernised significantly, but it's important to be respectful of local customs. While dress codes for tourists have relaxed, modest clothing is still recommended. If you plan to perform Umrah, you must book your slot through the official 'Nusuk' app. A tourist visa allows you to perform Umrah but cannot be used for the Hajj pilgrimage, which requires a separate, specific visa. Always carry a printed or digital copy of your e-visa or have your visa-on-arrival documents ready. Finally, ensure you apply through official channels or trusted travel partners to avoid issues.
