Navigating the New Regulatory Frontier
The introduction of the Indian Space Policy in 2023 was a landmark moment, officially opening the doors for private companies to participate in end-to-end space activities. This policy shift created the Indian National Space Promotion and Authorisation
Centre (IN-SPACe) to act as a single-window agency to promote, authorise, and supervise the private sector. The goal is to transition the Indian Space Research Organisation (ISRO) towards focusing on advanced research and development, while private firms handle more routine manufacturing and operations. However, a significant challenge remains: the policy is not yet a comprehensive law. Key areas like liability in case of mission failure, foreign direct investment (FDI) clarity, and intellectual property (IPR) ownership for technologies developed in collaboration with ISRO are still evolving. This regulatory uncertainty makes it difficult for firms to plan long-term and secure international partnerships, creating hurdles in a capital-intensive industry.
The Quest for Patient Capital
Space technology is a high-risk, long-gestation business. While investment has been growing impressively, with startups raising over $113 million in the first half of 2026, the nature of this funding presents a challenge. A significant portion of the capital is concentrated in early, seed-stage funding, perfect for developing prototypes but insufficient for scaling up manufacturing and operations. Investors have historically been cautious, but recent successes like Skyroot Aerospace's orbital launch have boosted confidence. Still, the sector faces a 'growth-stage' funding gap. Only a handful of companies have successfully raised larger Series B rounds or beyond. Experts note that the challenge is no longer just about the availability of capital, but about startups proving their technology can be a viable, scalable business to attract the larger, more patient investment needed for infrastructure and global competition. While government-backed venture funds aim to help, nearly three-fourths of India's space startups are yet to secure any equity funding at all.
An Infrastructure and Talent Deficit
Building and launching rockets requires highly specialised infrastructure, from manufacturing hubs to testing facilities and launchpads. Currently, much of this critical infrastructure is controlled by ISRO. While the agency is providing access to its facilities, the increasing number of private players creates a bottleneck. India has a limited number of operational launch complexes, leading to potential delays as more companies prepare for missions. Beyond physical infrastructure, there is a looming talent crunch. While India produces many engineers, the space industry requires deep, specialised expertise in fields like propulsion engineering, avionics, and space-grade materials science. Finding and retaining experienced talent is a significant challenge for startups, who must compete not only with each other but also with the prestige and stability of ISRO and opportunities abroad. This skills gap could slow down the pace of innovation and execution for many promising firms.
The Double-Edged Sword of ISRO
ISRO's role in the new space ecosystem is complex. On one hand, it is the sector's greatest enabler. For decades, it has built a domestic supply chain and now provides invaluable support to startups through technology transfers and facility access. On the other hand, its commercial arm, NewSpace India Limited (NSIL), competes directly with private firms in areas like satellite launches. This dual role as both a mentor and a competitor can be challenging for new entrants. The strategic shift for ISRO to focus on R&D is a positive step, but the transition is ongoing. Private companies must navigate this relationship carefully, leveraging ISRO's support while carving out a niche in a market where the government-backed entity still holds significant advantages in experience, infrastructure, and brand recognition. The long-term success of India's private space industry will depend on how well this symbiotic, and at times competitive, relationship evolves.
