A Network of Networks
Indian Railways, one of the world's largest rail networks, isn't one monolithic entity. It's divided into 19 distinct zones, each functioning as a semi-autonomous railway in itself. This zonal system, which began its modern reorganisation in 1951, was
designed for better administrative control and operational efficiency over a vast geographical area. Each zone, like the Northern Railway based in Delhi or the Southern Railway headquartered in Chennai, manages its own routes, stations, and assets within its jurisdiction. These zones are further broken down into 74 divisions, which are the basic operating units responsible for the day-to-day running of trains. So, when your train travels from Kanyakumari to Jammu, it passes through the territories of several of these powerful zones, each with its own way of doing things.
Changing of the Guard
The most visible change is the crew. You might notice the loco pilot (driver) and the train manager (guard) changing at a major junction. This is not random; it's a meticulously planned operational procedure. A primary reason is duty hours. Running staff have regulated work schedules to ensure they remain alert and can operate the train safely. Major junctions often mark the boundaries where one crew's duty ends and another's begins. Furthermore, loco pilots often possess deep, specialised knowledge of specific routes, including its signals, speed restrictions, and terrain. Handing over the train to a pilot with fresh local expertise ensures both safety and efficiency as the train enters a new operational territory.
The Question of Speed and Rhythm
A train's speed is not constant and can vary significantly between zones and even within a single zone. Several factors are at play. The quality and condition of the track, the type of signalling system, and the geographical terrain all dictate the maximum permissible speed. A flat, straight stretch in the Northern plains might allow for higher speeds than the winding, hilly tracks of the Northeast Frontier Railway or the coastal Konkan Railway. Moreover, each zone is responsible for the maintenance and upgrading of its own infrastructure. This means that one zone might have more double-laned tracks or advanced signalling, allowing for smoother and faster transit, while another might be dealing with more single-lane sections that require trains to halt for crossings, affecting the overall average speed.
Variations in On-Board Services
The differences extend to the passenger experience inside the coach. While rolling stock like coaches are standardised across Indian Railways, their day-to-day maintenance and the services offered on board can be zone-dependent. The cleanliness of coaches and toilets, the efficiency of on-board housekeeping staff, and even the catering services are often managed at a divisional or zonal level. The pantry car, for instance, might be operated by a contractor under the purview of a specific zone, which is why the menu, quality, and even the price of a cup of tea can change as you move from one region to another. Even the brand of bottled water available might switch as the train enters a new zone.
Security and Administration
Even security operates within these zonal boundaries. The Railway Protection Force (RPF) and the Government Railway Police (GRP) have their own jurisdictions that align with railway divisions and zones. While they collaborate, the command structure changes as a train crosses these invisible lines. This zonal management also extends to things like maintenance schedules for locomotives. Often, a locomotive is swapped out at a major junction not because of a technical fault, but to ensure the engine returns to its home shed for scheduled maintenance, keeping the fleet balanced across different zones. This logistical dance is crucial for keeping the entire network running.
