The Boiling Point: A National Priority
The feeling of stepping out into a city street and being hit by a wave of heat is familiar to millions of Indians. This phenomenon, known as the Urban Heat Island (UHI) effect, makes cities significantly hotter than surrounding rural areas. Concrete buildings,
asphalt roads, and a lack of green cover absorb and retain the sun's heat, creating dangerously high temperatures. Recognizing this escalating crisis, government bodies are intensifying efforts to create more resilient cities. While a single, new, overarching "review" is not the whole story, there is a clear and coordinated push through various national and state-level initiatives. The National Disaster Management Authority (NDMA) has formulated guidelines for Heat Action Plans (HAPs), which have now been adopted by 23 states and numerous cities. These plans are shifting from purely emergency responses to embedding long-term mitigation strategies into the very fabric of urban planning.
The Cool Roof Revolution
One of the most promising and cost-effective solutions in the spotlight is the 'cool roof'. A cool roof is simply a roof treated with a coating that has high solar reflectance, meaning it reflects more sunlight and absorbs less heat than a standard roof. The results are impressive. Pilot projects in cities like Ahmedabad and Chennai have shown that cool roofs can reduce indoor temperatures by 2°C to 5°C. This not only improves thermal comfort for residents, especially in low-income housing without access to air conditioning, but also reduces electricity demand for cooling by up to 20%. States are taking the lead. Telangana became the first state to launch a dedicated Cool Roof Policy in 2023, with an ambitious target to cover 300 square kilometres of roof area by 2028. More recently, in June 2026, Tamil Nadu released India's first state-level Standard Operating Procedure (SOP) for applying cool roof coatings, aiming to standardise the practice for homes, schools, and public buildings.
Bringing Back the Shade
Alongside technological fixes, there is a renewed appreciation for nature-based solutions. The other key focus is on increasing shade and green cover, a traditional and effective way to cool the environment. The strategy is two-fold: planting more trees to create natural canopies and designing urban infrastructure with shade in mind. Initiatives under programs like AMRUT (Atal Mission for Rejuvenation and Urban Transformation) have focused on developing parks and green spaces. Guidelines now encourage the creation of 'green corridors' along transport routes and shaded pathways for pedestrians. Cities like Mumbai are integrating targets to increase vegetation cover into their climate action plans, aiming for up to 40 percent of the city's surface to be green or permeable by 2030 to tackle both heat and flooding. This approach not only lowers surface temperatures but also improves air quality and enhances the overall livability of urban areas.
Challenges on the Horizon
Despite the growing momentum, the path to cooler cities is not without obstacles. Urban planning is a state subject in India, meaning implementation can be fragmented. While many states now have Heat Action Plans, most of the recommendations for passive cooling measures remain advisory rather than mandatory. Scaling these solutions from successful pilot projects to widespread practice requires significant investment, updated building codes, and strong enforcement mechanisms. Public awareness and community participation are also crucial for success, particularly for initiatives like cool roofs on private residences. The challenge lies in moving from planning to execution and ensuring that these cooling strategies are integrated into every new road, building, and public space. This requires a coordinated effort between the central government, state authorities, urban local bodies, and the private sector.
