For decades, Indian Railways has maintained a clear policy on how much luggage a passenger can carry for free, based on their travel class. These limits are designed to ensure safety and comfort inside the compartments. As a rule, passengers in higher-tier
AC coaches get a more generous allowance. For instance, a First AC passenger can carry up to 70 kg for free. An AC 2-Tier passenger has a limit of 50 kg, while those in AC 3-Tier, AC Chair Car, and Sleeper Class are allowed 40 kg. Passengers in the unreserved Second Class have the lowest free allowance at 35 kg. Anything beyond these free limits has traditionally required a trip to the station's parcel office, a process often involving long queues and last-minute stress.
What is the New Online System?
To streamline this process, Indian Railways introduced an online facility that allows passengers with confirmed tickets to declare and book their excess luggage from the comfort of their homes. Launched at the end of July 2026, this digital service is designed to reduce crowding at parcel offices and make the entire process more transparent and convenient for travellers. The key point is that this system doesn't alter the fundamental free luggage limits for each class. Instead, it provides a modern, official channel to pay for the baggage you carry beyond that free allowance.
How the Online Booking Works
The process is straightforward for anyone with a confirmed ticket. Passengers can visit the official Indian Railways parcel website (www.parcel.indianrail.gov.in) to book their excess baggage. You will need to enter your journey details, including your PNR number, to proceed. The portal allows you to specify the details of your luggage, and it generates an estimated cost. After making the payment online, you receive a receipt. While the booking is digital, you will still need to present the luggage at the station’s parcel office for final weighing before your journey. The primary advantage is that the booking and payment are done in advance, securing your spot and avoiding uncertainty at the station.
The Cost of Carrying Extra
If you pre-book your excess luggage online, the cost is calculated at 1.5 times the normal luggage rate. This is a standard charge for carrying luggage above the free allowance but within the maximum permissible limit for your class. This is significantly cheaper than the penalty for being caught with undeclared excess luggage during a journey, which can be up to six times the standard rate. The online system, therefore, not only offers convenience but also a more economical way to travel with heavier bags. The minimum charge for any excess luggage booking is ₹30.
Impact on Class-Specific Travel
The new online system doesn't change the luggage limits but rather how you interact with them. For classes like First AC (150 kg max), AC 2-Tier (100 kg max), Sleeper (80 kg max), and Second Class (70 kg max), passengers now have a convenient way to pay for luggage that falls between the free allowance and the maximum limit. However, there is a crucial exception. For AC 3-Tier and AC Chair Car passengers, the free allowance of 40 kg is also the maximum permissible limit. This means passengers in these two classes are not allowed to carry excess luggage at all, and therefore, cannot use the online booking facility. This rule is often due to the specific design and space constraints within these coaches.
