RBI's New Mandate: Uniformity and Transparency
The RBI's revised guidelines, which apply to a wide range of institutions including commercial banks, small finance banks, and regional rural banks, are designed to fix this. The core principle is simple: uniformity. Banks must now offer the same interest rate for deposits of a similar amount and tenure across all their branches. If a deposit of a certain value is made on a specific day, the interest rate applied must be consistent, whether the transaction happens in a metro branch or a rural one. Furthermore, banks are required to publish their complete schedule of interest rates on their websites in advance, ensuring customers know exactly what's on offer before they invest.
A Spotlight on Bulk Deposits
The new rules pay special attention to "bulk deposits," which are defined as single term deposits of ₹3 crore or more for most banks. To enhance transparency in this segment, banks must now publish the rates for these large deposits on their website every business day by 10:00 AM, with a small grace period until 10:10 AM. This daily disclosure creates a clear, public benchmark. While the rules enforce uniformity for retail depositors, they do grant banks some flexibility in pricing bulk deposits differently based on their liquidity risk assessments under the Liquidity Coverage Ratio (LCR) framework. This allows banks to better manage their funds but within a transparent system where rates are publicly declared.
