The 'Free Visa' Explained
The much-discussed offer is a tourism promotion launched by the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi). It is not a blanket visa-free entry policy for all travellers. Instead, DCT Abu Dhabi will cover the complete cost of a UAE
entry visa for eligible Indian tourists who book a qualifying holiday package. The initiative is designed as a pilot programme set to run from August 1 to October 31, 2026, and is initially capped at 20,000 visas. The primary goal is to encourage tourists to spend more time exploring the emirate itself, rather than just passing through. The cost saving for each traveller is significant, amounting to Dh285 (approximately $77 USD).
Who is Eligible for the Offer?
Eligibility for this programme is very specific and is not open to all nationalities or independent travellers. To qualify, a traveller must: be an Indian passport holder departing from India; book their trip through a participating travel partner or online travel agency (OTA); book a stay of at least three consecutive nights in an Abu Dhabi hotel; and have a confirmed return flight from India as part of the package. It is crucial to understand that you cannot apply for this visa independently through a government portal. The benefit is tied directly to booking a complete holiday package that meets all the specified conditions.
What's Included vs. What's Not
The programme covers the direct cost of the UAE entry visa, which is Dh285. This means that for eligible bookings, the visa fee is waived for the traveller. However, this does not make the entire trip free. Travellers are still responsible for the cost of their flights, hotel accommodation for the mandatory three-night stay, food, and any other travel expenses. The offer is essentially a travel subsidy designed to reduce the upfront cost of a holiday package to Abu Dhabi. It is a reimbursement or direct payment from DCT Abu Dhabi to the travel partner, not a cash rebate to the tourist. Standard visa application and approval processes still apply; the cost is simply covered for those who qualify.
How to Secure Your Free Visa
The process is handled entirely through approved travel partners. The first step is to find a participating travel agency or OTA that is part of this Abu Dhabi tourism initiative. When booking, you must select a package that explicitly includes a minimum three-night hotel stay in Abu Dhabi and return flights from India. The travel partner will then handle the visa processing on your behalf. They will either work with a Destination Management Company (DMC) appointed by DCT Abu Dhabi, where the cost is covered directly, or use their own DMC and get reimbursed for the visa fee. The key for travellers is to confirm with the travel provider that their specific package is eligible for the free visa offer before finalising the booking.
Other UAE Visa Options
It's important to distinguish this specific promotion from other UAE visa types. The UAE offers a free 48-hour transit visa and a 96-hour transit visa for a fee of AED 50, available to passengers of any nationality transiting through UAE airports, provided their layover exceeds eight hours. Additionally, Indian passport holders with a valid visa or residence permit from the US, UK, or an EU country can get a 14-day visa on arrival. This new offer from Abu Dhabi is a separate, targeted tourism campaign aimed at a specific market for a limited time and with distinct conditions.
