For millions in India, festivals like Diwali, Chhath Puja, Onam, and Raksha Bandhan are synonymous with a journey home. This mass movement puts immense pressure on the nation’s lifeline, the Indian Railways. The process is often frustrating for passengers.
Special trains are announced, but tickets vanish in minutes, leaving long waitlists. Stations become overwhelmed, and despite the best efforts of railway authorities, overcrowding is a persistent safety concern. During the 2024 festive season, for instance, railways ran over 4,500 special trains to transport more than 65 lakh passengers, yet the strain on the system was palpable. This cycle of high demand meeting a relatively fixed supply creates a bottleneck that affects both travellers and railway operations. The core issue often lies in a planning model that, while well-intentioned, can be too rigid to handle the dynamic nature of passenger demand.
When Fixed Plans Fall Short
Traditionally, planning for festival rushes involves announcing special trains weeks or even months in advance. This approach is based on historical data and anticipated demand on major routes. However, it has limitations. A fixed schedule cannot easily adapt to a sudden surge in demand on a less-common route or accommodate last-minute travellers. Logistical challenges such as rake availability, crew deployment, and track capacity also make it difficult to add new services on short notice. This rigidity means that if a train is fully booked, waitlisted passengers have little recourse, contributing to the stress and uncertainty of festival travel. Furthermore, pre-scheduled special trains might run with empty seats on some days while being desperately needed on others, representing an inefficient use of valuable resources.
Introducing 'Clone' Trains and Dynamic Responses
This is where flexibility comes in. A more agile approach involves monitoring demand in real-time and deploying resources where they are most needed. One of the most innovative examples of this is Indian Railways' 'Clone Train' scheme. The concept is simple but effective: when a scheduled train has a long waiting list, the railway can run a second, or 'clone', train with the same number, specifically for waitlisted passengers. These passengers are informed just a few hours before departure, after the final reservation chart is prepared. This allows the system to be demand-responsive, creating capacity precisely when and where it is proven to be needed. This method avoids the risk of running empty special trains and directly addresses the problem of waitlisted tickets.
The Broader Benefits of an Agile System
The benefits of a flexible system extend far beyond just clone trains. By leveraging technology, railways can achieve much more. This includes using AI-based tools for demand forecasting and real-time heat mapping to identify crowding at stations. Based on this data, authorities can implement dynamic crowd control measures, such as creating temporary holding areas outside stations and allowing passengers onto platforms in a phased manner to prevent stampedes. This strategy has been tested during massive events like the Maha Kumbh Mela, where it proved effective in managing millions of devotees. A flexible approach also allows for better communication, with real-time updates sent to passengers about train status, platform changes, and potential delays, reducing confusion and anxiety.
Lessons from the Kumbh Mela
Planning for the Kumbh Mela, expected to draw up to 40 crore people, offers a masterclass in flexible and large-scale event management. For the 2025 event, Indian Railways planned to operate around 900-13,000 special trains and invested significantly in infrastructure, including new platforms, footbridges, and dedicated control rooms with CCTV and drone surveillance. The key takeaway is the creation of a resilient and scalable system. This includes permanent infrastructure upgrades, establishing holding areas or 'Yatri Ashrayas' to manage crowds before they reach platforms, and implementing uni-directional passenger flow to prevent chaos. These are not just temporary fixes but long-term solutions that build capacity and flexibility into the very fabric of the railway network.
