The New Numbers: A Sharp Drop in Departure Fees
The Airports Economic Regulatory Authority of India (AERA) has announced a significant cut in the User Development Fee (UDF) for passengers flying out of Kempegowda International Airport (KIA). Effective September 1, 2026, the UDF for departing domestic
passengers will be reduced by 45%, dropping from ₹550 to ₹300. International travellers will also see a substantial saving, with their departure UDF falling from ₹1,500 to ₹997, a reduction of over 33%. This fee is a component of the taxes and charges on your air ticket, so this reduction translates to a direct saving for passengers. For a domestic flyer, that's a straight saving of ₹250 on the fee.
A New Fee for Arriving Passengers
While departure fees are going down, the new tariff order introduces a UDF for arriving passengers for the first time at Bengaluru airport. Starting September 1, passengers landing at KIA will be charged a UDF of ₹125 for domestic flights and ₹426 for international flights. The regulator's reasoning is that arriving passengers also use airport infrastructure like aerobridges and baggage claim systems. However, even with this new arrival fee, the total cost for a round trip is lower. The combined domestic UDF (departure + arrival) will be ₹425, which is still less than the previous standalone departure fee of ₹550. Similarly, the combined international UDF will be ₹1,423, slightly below the old departure fee of ₹1,500.
Why the Change? A 'Pay for What You Use' Model
This revision is part of a new five-year tariff plan that runs until March 2031. AERA has adopted a new, passenger-friendly framework for KIA. For the first time, it has linked the recovery of costs for major infrastructure projects to their actual completion. In the past, passengers could be charged for future projects, like new terminals or taxiways, long before they were built. Under the new model, incremental charges for big-ticket items like the next phase of Terminal 2 will only be added to the tariff after the facilities are commissioned and available for use. This prevents passengers from bearing the financial risk of project delays and ensures they only pay for the infrastructure they can actually use.
The Impact on Airfare and Airlines
The immediate impact for passengers booking flights from Bengaluru for travel on or after September 1, 2026, will be a lower overall ticket price. Since UDF is collected by airlines and passed on to the airport operator, the reduction will be reflected in the taxes and fees section of your bill. This move is expected to make air travel more affordable, particularly for domestic passengers who make up about 84% of the airport's traffic. For airlines, the decision is a mixed bag. AERA has also rationalised landing charges, setting them at ₹442 per metric tonne for domestic flights and ₹652 for international ones. Lower overall costs can make the airport more attractive for airlines, potentially encouraging them to add new routes and increase flight frequencies, which ultimately benefits travellers.
