What Is the New Package Visa?
Launched as a pilot program in mid-2026, the Saudi Package Visa is an all-in-one travel solution aimed at simplifying the journey for tourists from several countries, including India. Instead of applying for a visa separately, travellers can book a bundle
that includes their round-trip flights, accommodation at a licensed four-star (or higher) hotel, and the electronic tourist visa itself. The entire process is handled by approved travel providers, with the visa being issued automatically after the package is purchased. This convenience is a core part of Saudi Arabia's Vision 2030, a national strategy to boost tourism and make the Kingdom more accessible. The package must meet a minimum value, starting at SAR 4,000 (approximately ₹88,000) per adult for the first two days, making it a significant upfront investment.
The Key Limit: Understanding the No-Cancellation Rule
The single most important limitation that travellers must be aware of is the strict cancellation policy. According to official reports on the pilot program, once a Package Visa is issued, the entire tourism package cannot be cancelled. If a traveller decides to cancel their trip for any reason after booking, the visa linked to that package is automatically revoked, and a refund is generally not offered. This policy stands in stark contrast to more flexible booking options travellers might be used to. The visa fee itself, along with the mandatory health insurance premium, is explicitly non-refundable in most scenarios. This means that a change of plans, a family emergency, or even a simple mistake in booking could result in losing the full cost of the trip.
Why Are Refunds So Restricted?
The rigidity of the refund policy stems from the integrated nature of the package. The visa, flights, and hotel are all linked in a single transaction. When the package is confirmed, payments and commitments are made instantly to various suppliers, including airlines and hotels, as well as to government systems for visa processing. Unwinding this complex web of bookings is challenging. Furthermore, because the visa's validity is directly tied to the travel package, cancelling one component invalidates the entire product. While individual tour operators may have their own tiered refund policies for non-package tours, the government-led Package Visa initiative prioritises seamless processing over post-booking flexibility. If a visa application were to be rejected, providers are mandated to refund refundable services, but the visa and insurance fees remain non-refundable.
Real-World Risks for Indian Travellers
Consider a common scenario: a family from Delhi books a one-week trip to Riyadh and Jeddah using a Package Visa. Two weeks before departure, a family member falls ill, and they can no longer travel. Under the terms of the Package Visa, they would likely forfeit the entire cost of the flights and hotels for all travellers, as the package cannot be cancelled once the visa is issued. Another risk involves booking errors. If you accidentally select the wrong dates and don't notice until after the visa is issued, you cannot modify the visa information. While date changes might be possible through the travel provider, they are not guaranteed and will depend on the supplier's individual policies, potentially incurring extra fees. These situations highlight the financial risk involved and the need for extreme diligence before confirming a booking.
How to Protect Your Travel Investment
Given the strict non-refundable policy, protecting your investment is paramount. First, only book when your travel plans are absolutely firm. Second, and most importantly, purchase comprehensive, third-party travel insurance that specifically covers trip cancellation for a wide range of reasons ('Cancel for Any Reason' policies are ideal, if available). The mandatory insurance included in the visa package is basic health coverage and will not protect you from cancellation losses. Third, book only through ministry-accredited providers like Reserval or Almosafer, who are the initial partners for this program. Before payment, ask the agent to walk you through their specific policies regarding changes and force majeure events, where cancellations are due to unforeseen circumstances like flight disruptions. Get these details in writing to ensure you have a clear understanding of your rights.
