A Push for Formal Employment
The Pradhan Mantri Viksit Bharat Rojgar Yojana (PM-VBRY) is an employment-linked incentive scheme that recently marked its first year of implementation. Announced in August 2025 with a significant financial outlay, its primary goal is to formalize the
workforce by encouraging the creation of new jobs within the social security net. The scheme operates on a two-part framework targeting both new employees and the companies that hire them. By incentivizing registration with the Employees' Provident Fund Organisation (EPFO), PM-VBRY aims to transform India's vast demographic potential into a secure, organized workforce, aligning with the national vision for 2047.
How the Digital Checkpoint Works
At its core, PM-VBRY functions as a sophisticated digital verification system. The entire scheme is administered by the EPFO, using technology to ensure transparency and prevent leakages. For an employee or employer to benefit, they must be registered on the EPFO portal. The system relies on a tripod of verification: the employee’s Universal Account Number (UAN), their Aadhaar-linked bank account, and the employer's PAN and GST details. All financial incentives are transferred directly to beneficiaries using the Direct Benefit Transfer (DBT) system. This technology-driven process creates a clear, auditable trail from payroll to bank account, acting as a powerful check that ensures benefits are accurately disbursed and that new employment is genuine.
What's In It for New Employees?
For individuals entering the workforce for the first time, PM-VBRY offers a direct financial boost and a gateway to long-term security. The scheme targets first-time employees with a gross monthly salary of up to ₹1,00,000. Eligible workers receive a one-time incentive equivalent to one month's wages, capped at ₹15,000. This payment is delivered in two parts: the first installment after six months of continuous service, and the second after twelve months, conditional on the employee completing a designated financial literacy course. Beyond the immediate cash benefit, the most significant advantage is the mandatory EPFO registration, which ensures that their journey with formal social security, including provident fund savings and insurance, begins from their very first job.
Incentivizing Employers to Create Jobs
The scheme also provides a compelling reason for companies to expand their formal payrolls. Employers are eligible to receive monthly incentives, ranging from ₹1,000 to ₹3,000 per new employee, for up to two years, provided the employment is sustained. This support helps offset the costs associated with hiring and bringing more workers into the formal sector. However, these benefits are tied to strict compliance. Employers must be registered with the EPFO and furnish their PAN and GST details, ensuring they are part of the formal tax ecosystem. This structure rewards businesses for transparently creating and maintaining jobs, particularly in labour-intensive sectors like manufacturing, which receive special focus under the scheme.
Part of a Broader Security Overhaul
PM-VBRY is not an isolated policy but a key component of India's wider push to reform and expand its social security architecture. It complements the new Labour Codes, which aim to unify various laws and extend benefits to previously uncovered workers, including gig and platform employees. As this scheme formalizes entry-level jobs, other discussions are underway to potentially raise the mandatory EPF wage ceiling from the long-standing ₹15,000 per month. Such a move would bring a larger portion of the salaried class into the provident fund and pension net. Together, these initiatives signal a systemic shift towards using data and digital frameworks to build a more inclusive and financially secure future for India's entire workforce.
