The Scale of the Shutdown
According to the latest statistics from the All India Council for Technical Education (AICTE), 58 engineering and technical colleges were approved for “progressive closure” in the 2025-26 academic year. This figure represents an increase from the 41 closures
in the previous year and continues a multi-year trend of consolidation. The states with the highest number of closures were Uttar Pradesh and Maharashtra, each with 12 institutions shutting down, followed by Madhya Pradesh with eight. Along with the colleges, over 950 individual technical and engineering courses were also discontinued during the same period, signaling a significant recalibration in the sector. These closures are primarily concentrated among privately financed institutions, with only three of the 58 being government-aided.
A Question of Course Continuity
For students and parents, the term 'college closure' can be alarming. However, the AICTE has clarified that these are 'progressive closures'. This means the affected institutions cannot admit new first-year students, but they are required to continue operating until all existing batches of students have completed their degrees. This model is designed to ensure course continuity and prevent the academic disruption that can occur with an abrupt shutdown, where students might need to be transferred to other colleges to finish their studies. While this process protects current students, the trend points to a deeper instability within certain segments of the higher education market, leaving future students with fewer, albeit hopefully better, options.
Why Are Campuses Going Dark?
The primary driver behind these closures is a persistent lack of demand. For years, many private engineering colleges, especially in Tier-2 and Tier-3 cities, have struggled with low student admission rates, sometimes failing to fill even half of their available seats. This makes operations financially unviable for institutions that rely heavily on fee income. Other significant factors cited by the AICTE include a shortage of qualified faculty, inadequate infrastructure, and a general failure to meet regulatory quality standards. As students become more discerning, they are increasingly opting for institutions with better reputations and stronger placement records, leaving weaker colleges behind.
A Market Correction in Education
For decades, engineering was seen as a default career path, leading to a boom in the number of private technical colleges. However, the landscape is changing. High graduate unemployment rates and a mismatch between outdated curriculums and industry needs have diminished the appeal of many traditional engineering programs. Students are now gravitating towards newer specializations like artificial intelligence and data science, which many of the closing institutions failed to offer. In this context, the closures can be seen as a necessary market correction. The AICTE's decision to phase out underperforming institutions is part of a broader push to prioritize quality over quantity and ensure that technical education remains relevant and leads to viable employment.
The Road Ahead and the NEP Vision
This trend of consolidation aligns with the goals of the National Education Policy (NEP) 2020, which emphasizes the need for high-quality, multidisciplinary institutions. The policy envisions a future with fewer, but stronger, universities and colleges. While the short-term impact of closures includes job losses for faculty and staff and uncertainty in local communities, the long-term objective is to build a more robust and credible higher education system. For students, the message is clear: the focus is shifting from simply obtaining a degree to acquiring a quality education that provides a real return on investment and prepares them for the modern job market. As this transition continues, both regulatory bodies and institutions face the challenge of managing the change without compromising the futures of thousands of students.
