A new, under-construction flat often appears cheaper at the outset, with developers offering attractive pre-launch prices and staggered payment plans. However, this base price doesn't tell the whole story. Buyers must factor in a 5% Goods and Services
Tax (GST) on under-construction properties, which does not apply to ready-to-move-in homes. Redeveloped properties, often located in prime, established neighbourhoods, can have a higher sticker price. However, they are exempt from GST, which can lead to significant upfront savings. While a new flat's cost is largely fixed, a redeveloped property might come with unpredictable renovation expenses to modernise the space. Buyers of redeveloped units may also be expected to pay a large portion of the cost upfront, unlike the construction-linked plans for new builds.
Location and Neighbourhood
Redevelopment projects are most common in older, centrally located parts of a city where land is scarce and buildings have aged. This gives buyers an opportunity to own a home in a premium, well-connected area with established infrastructure like schools, markets, and hospitals. In contrast, large-scale new constructions are often situated in developing suburban areas. While these locations might lack the charm or convenience of an old neighbourhood initially, they are often planned with future growth in mind, including new roads and public transport links. The choice boils down to whether you prioritise the immediate convenience of a mature locality or the potential of a future-forward suburb.
Amenities and Modern Living
New residential projects are designed to meet modern lifestyle expectations. Developers compete by offering a wide array of amenities like swimming pools, clubhouses, gymnasiums, landscaped gardens, and dedicated security. Redevelopment projects, constrained by existing space and the need to accommodate original residents, may offer fewer or smaller amenities. Parking, for instance, can be a major issue in redeveloped buildings, where a large number of spots are pre-allocated to existing society members, leaving fewer for new buyers. New constructions are meticulously planned to optimise sunlight, ventilation, and common areas, which might be a compromise in more congested redeveloped sites.
Legal Checks and Buyer Protection
This is where the two options diverge significantly. New constructions are mandatorily covered under the Real Estate (Regulation and Development) Act, 2016 (RERA), which provides a strong safety net for buyers. RERA ensures transparency, holds developers accountable for project delays with provisions for compensation, and mandates that 70% of project funds are kept in an escrow account to prevent fund diversion. While redeveloped properties must also be RERA-registered, the legal landscape is more complex. A buyer's agreement is with the developer, not the housing society. If the society terminates its contract with the developer due to delays or other issues, the new buyer can be left in a precarious legal position. Due diligence for a redeveloped property is far more intensive, requiring a thorough check of the land title, development agreement, and all municipal approvals to avoid future disputes.
Construction Quality and Possession
New homes are built using modern construction techniques and materials that adhere to current safety codes. Many developers also offer a defect liability period of up to five years for structural issues, as mandated by RERA. While you can't inspect the final product when booking an under-construction flat, RERA provides a framework for quality assurance. Redeveloped properties involve demolishing an old structure, which can sometimes lead to unforeseen challenges. The quality depends entirely on the developer's credibility. Project delays are a significant risk in redevelopment, often stemming from complex approvals or disagreements among society members. A new flat usually comes with a clearer, RERA-backed possession timeline, whereas a redeveloped home's timeline can be more uncertain.
