What is This New System?
The Delhi government, in collaboration with the CSIR-Central Road Research Institute (CRRI), has launched a project to digitise the city's vast road network. The centrepiece of this initiative is the Network Survey Vehicle (NSV), an indigenously developed
mobile mapping lab on wheels. This specialised vehicle is designed to patrol thousands of kilometres of roads across the NCR, including those managed by the PWD, MCD, and NDMC, to scientifically assess their condition. It's part of a broader framework established by the Commission for Air Quality Management (CAQM) aimed at making the region's roads greener and better managed, directly linking road quality to environmental health.
Scanning for Every Crack and Bump
Forget manual inspections and guesswork. The NSV is packed with state-of-the-art technology to create a comprehensive digital twin of the road network. It uses high-speed laser profiling to measure road roughness and identify even minor undulations. Ultra-high-definition cameras and 360-degree panoramic vision capture visual data on surface distress, such as cracks, potholes, and ravelling. All this information is precisely geo-tagged using high-precision GPS, creating a detailed map of where repairs are most needed. This data-driven approach allows authorities to move from reactive patchwork fixes to proactive, scientific maintenance planning, ensuring funds are used more effectively.
Connecting Road Dust to Air Pollution
A major goal of this project is to combat one of Delhi's most persistent problems: dust pollution. Deteriorating roads, unpaved shoulders, and exposed roadside soil are significant sources of fugitive dust, which contributes heavily to the city's poor air quality. By identifying these problem areas with precision, the NSV provides actionable data to mitigate dust at its source. In a parallel effort named 'Road RADAR', the Delhi Pollution Control Committee (DPCC) has deployed field surveyors on GPS-enabled bikes to specifically identify and report sources of road dust and other local pollutants in real-time using a mobile app. This creates a two-pronged approach: the NSV for infrastructure health and surveyors for on-the-ground pollution sources.
From Data Collection to Action
Collecting data is only the first step. The information gathered by the NSV and Road RADAR surveyors is fed into a centralised system to guide action. For road maintenance, the geo-referenced database will help create a Road Asset Management System (RAMS), allowing officials to prioritise repairs based on severity and traffic load. For pollution, issues flagged by surveyors are routed directly to the concerned civic agency, whether it's the MCD, PWD, or another department, creating direct accountability. The system is designed to ensure that reported problems are unique and actionable, preventing duplication and ensuring that every complaint is addressed. Environment Minister Manjinder Singh Sirsa noted that this creates a system of daily surveillance and real-time reporting to ensure pollution sources are not ignored.
The Road Ahead for Delhi-NCR
This initiative represents a significant shift towards technology-driven urban governance. The initial phase of the NSV survey kicked off on Ashoka Road and will eventually cover nearly 15,178 km of Delhi's road network before potentially expanding to other NCR states like Haryana, Uttar Pradesh, and Rajasthan. The goal is not just to fix current problems but to build more resilient and sustainable infrastructure for the future. By integrating scientific road assessment with targeted pollution control, authorities hope to improve traffic flow, reduce maintenance costs, enhance safety, and, most importantly, provide residents with smoother rides and cleaner air to breathe. It's a long-term strategy to win the fight for clean air, lane by lane and road by road.
