Understanding the 'Free Visa' Offer
First, it's essential to understand what the 'free visa' actually is. It is not a universal visa-free entry policy for all Indian passport holders. Instead, it's a targeted tourism initiative launched by the Department of Culture and Tourism – Abu Dhabi
(DCT Abu Dhabi). Under this scheme, the department covers the cost of a UAE entry visa for eligible travellers, making it free for the tourist. The programme is a pilot scheme set to run for a limited time, from August 1 to October 31, 2026, and is initially capped at 20,000 visas. The goal is to encourage more Indian visitors to explore the emirate for longer periods. The visa cost being covered is approximately AED 285, which is the fee for a standard 30-day tourist visa.
Who Is Eligible for the Free Visa?
Eligibility for this offer is very specific. To qualify, you must be an Indian passport holder whose travel originates in India. The most crucial condition is how you book your trip. The free visa is not something you can apply for independently; it is tied directly to a qualifying holiday package. Your booking must include a stay of at least three consecutive nights in an Abu Dhabi hotel and a return flight from India. Both components must be part of the package booked. Simply showing up with a flight ticket and a separate hotel booking will not make you eligible for the visa cost waiver.
How to Book Your Trip Correctly
The only way to avail this offer is by booking your Abu Dhabi holiday through a participating travel partner or a designated online travel agency (OTA). As of August 2026, a list of 11 approved partners has been released, including major players like MakeMyTrip, Thomas Cook, SOTC, Thrillophilia, and Akbar Holidays, among others. When you book a qualifying package with one of these agents, they handle the visa process. They will either process it through a destination management company (DMC) appointed by DCT Abu Dhabi, with the cost covered directly, or get reimbursed for the visa fee. The key for the traveller is to explicitly book a package that includes the free visa offer. Be sure to confirm with the travel agent that your booking meets all the requirements of the programme.
What if You Don't Qualify?
If your travel plans don't align with the free visa promotion—for instance, if you plan to stay for less than three nights or are not booking a full package—you still have several other visa options. The UAE offers pre-arranged tourist visas for 30 or 60 days, which can be applied for through airlines, hotels, or travel agencies for a fee. Additionally, Indian passport holders who hold a valid visa or residence permit from the US, EU, and several other specified countries can get a 14-day visa on arrival for a fee of around AED 100. It is important to note that as of mid-2026, UK visas and residence permits are no longer accepted for this visa-on-arrival facility. Always check the latest rules before travel, as they can change.
Distinguishing from Transit Visas
It's important not to confuse this tourist visa promotion with the standard UAE transit visas. Airlines like Etihad Airways offer 48-hour and 96-hour transit visas for passengers with long layovers in Abu Dhabi. These are not free; as of July 2026, the 48-hour visa costs around AED 55 and the 96-hour option is around AED 216. These are designed for travellers passing through Abu Dhabi en route to another country and require a confirmed onward ticket. The free visa offer, in contrast, is for tourists whose destination is Abu Dhabi itself, as demonstrated by the minimum three-night hotel stay requirement. They serve entirely different purposes and have different application processes and costs.
