What is the New 'Free Visa' Offer?
The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a tourism promotion that covers the full cost of a UAE entry visa for eligible Indian passport holders. This initiative is designed to make holidaying in the capital city more
affordable for Indian tourists. However, it's important to understand that this is not a blanket visa-free entry policy for all Indians. The program is a limited-time offer running from August 1 to October 31, 2026, and is capped at the first 20,000 applicants who meet the requirements. The scheme is structured as a pilot program, so travellers hoping to take advantage of it should confirm availability with their travel providers.
Who is Eligible for the Free Visa?
To qualify for the visa cost waiver, travellers must meet a specific set of criteria. This is not an offer you can claim independently by applying through official government portals. The eligibility requirements are tied to a complete holiday package booked for Abu Dhabi. An applicant must be an Indian passport holder travelling from India. The booking must be made through a participating travel partner or an approved online travel agency. Crucially, the travel itinerary must include a stay of at least three consecutive nights in a hotel in Abu Dhabi and a confirmed return flight from India.
How the Booking Process Works
The visa cost is waived at the time of booking a qualifying holiday package. Travellers do not pay for the visa upfront and then seek a refund. Instead, DCT Abu Dhabi either covers the cost directly with its appointed destination management companies (DMCs) or reimburses the travel partner for the visa fee, which is around Dh285. This means the savings are passed directly to the consumer by the travel agency providing the package. The key is to book a package that explicitly includes this free visa offer through one of the participating agencies. Travellers cannot book flights and hotels independently and then apply for the free visa.
Other Visa Options for Indian Travellers
For those who do not qualify for the limited-time Abu Dhabi promotion, the UAE still offers several accessible visa options for Indian citizens. The most common is the visa-on-arrival facility available to Indian passport holders who have a valid visa or residence permit from the United States, United Kingdom, or European Union countries. This visa is typically granted for 14 days upon arrival for a fee and can be extended once. Standard tourist visas can also be pre-arranged through airlines or travel agents, with options for 30-day or 60-day stays. For very short layovers, travellers can obtain a 48-hour or 96-hour transit visa, though these also come with a fee and must be arranged in advance through the airline.
A Boost for India-UAE Travel
This initiative by Abu Dhabi is part of a broader strategy to strengthen tourism and economic ties with India. India is one of the largest source markets for tourism to the UAE and is home to the largest expatriate community in the country. By subsidising travel costs, Abu Dhabi aims to attract more first-time visitors and families, encouraging them to experience the emirate as a destination in its own right rather than just a transit hub. The program, valued at approximately $1.5 million in direct travel subsidies, represents a significant investment in making the city a more compelling choice for the vast Indian travel market.
