What Exactly Is the Offer?
The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a programme that covers the full cost of a UAE entry visa for eligible Indian tourists. This is not a visa-on-arrival or a universal visa-free travel policy; it is a targeted
promotion where the visa cost is paid on behalf of the traveller. The initiative is designed to make Abu Dhabi a more attractive holiday destination for visitors from India by reducing upfront travel expenses. The programme is scheduled to run from August 1 to October 31, 2026, and is structured as a pilot phase intended to support up to 20,000 visas.
Who Is Eligible to Apply?
The offer is exclusively for Indian passport holders departing from an airport in India. It is not available to all travellers. To qualify, you must book a package holiday to Abu Dhabi that includes two key components: a minimum stay of three consecutive nights in an Abu Dhabi hotel, and a return flight booked from India. Bookings for flights only or hotels only do not qualify for this promotion. The scheme is specifically aimed at boosting overnight stays and tourism within the capital, rather than accommodating transit passengers.
The Application Process Explained
A crucial detail of this scheme is that travellers cannot apply for the free visa independently through official government portals. Instead, the offer must be accessed by booking through a participating travel partner or an approved online travel agency (OTA). These partners handle the visa process behind the scenes. When you book a qualifying package, the travel agency will arrange for your visa at no extra cost to you. DCT Abu Dhabi either covers the cost directly with an appointed Destination Management Company (DMC) or reimburses the travel partner an amount of AED 285 per visa. Before booking, you should confirm directly with your chosen travel agency that they are enrolled in the programme.
Key Limitations to Keep in Mind
The most significant limitation is the cap on the number of visas available. The pilot programme will support up to 20,000 visas in total. This means the offer could end before the October 31 deadline if the quota is reached. Therefore, early booking is advisable for anyone hoping to benefit from the scheme. The offer is specifically for holiday packages and does not apply if you are simply transiting through Abu Dhabi. As of early August 2026, an official public list of all participating travel agencies and OTAs had not been released, making it essential for travellers to proactively inquire with their providers.
Are There Other Visa Offers Available?
Separate from this India-specific promotion, the UAE has another annual summer offer that benefits families. A nationwide policy waives visa fees for children under the age of 18 who are travelling with a parent. For 2026, this waiver is applicable for entry between July 15 and September 15. This exemption applies to the visa application fee, though families may still need to pay for service charges or mandatory travel insurance. Unlike the package-deal promotion, this fee waiver for children applies to tourists of all nationalities visiting any of the seven emirates.
