What Exactly Is the Package Visa?
In early July 2026, Saudi Arabia launched the pilot phase of its Package Visa, a digital initiative designed to make visiting the Kingdom easier than ever. Instead of the traditional process where a traveller books flights, secures hotels, and then applies
for a visa separately, this new system bundles it all together. Eligible travellers can now purchase a complete travel package from an approved tour operator that includes a confirmed round-trip flight, accommodation at a licensed hotel, and the electronic tourist visa itself. The visa is issued electronically within 48 hours of purchasing the package, eliminating the need to visit an embassy. The initial pilot has been rolled out for travellers from seven countries, including India, Pakistan, Egypt, and Indonesia, with more markets expected to follow.
The Engine Behind Vision 2030
This visa reform is a key component of Saudi Arabia's ambitious Vision 2030 plan, a national strategy to diversify the economy away from its historic dependence on oil. Tourism is a central pillar of this diversification. After launching its first general tourist e-visa in 2019, the country has aggressively pursued visitor growth, introducing options like visa-on-arrival and a stopover transit visa. These efforts have yielded significant results, with the Kingdom reportedly welcoming over 29 million international tourists in 2025. The government has revised its goal from 100 million annual visitors to 150 million by 2030. The Package Visa is the next logical step, designed to reduce travel friction and make booking a trip to emerging destinations like AlUla, the Red Sea coast, and Riyadh as seamless as possible.
A New Framework for Tour Operators
The new system fundamentally changes the role of travel agencies and tour operators. Rather than just being sellers of flights and hotels, they become integral partners in the government's visa issuance process. To qualify, providers must meet strict criteria, including having robust digital platforms and offering 24/7 customer support, ensuring a reliable and high-quality experience for travellers. This move empowers the private sector, allowing approved companies to offer more compelling, all-in-one travel products. For the traveller, it provides a single point of contact and greater confidence, especially for those visiting the Kingdom for the first time. For operators, it's a powerful tool to encourage longer stays and sell richer itineraries that include tours, event tickets, and local experiences.
Impact on Religious and Leisure Travel
While the Package Visa is a tourist visa, its holders are permitted to travel anywhere in the Kingdom, including the holy cities of Makkah and Madinah, to perform Umrah. This aligns with broader reforms from late 2025 that allow holders of almost any visa type to perform the minor pilgrimage, a significant shift from the previous system which often required a dedicated Umrah visa. However, the packages themselves do not currently include specific Umrah services. For leisure tourists, the main benefit is the simplicity and the bundling of value. The minimum package price is set at SR4,000 (approximately ₹89,000) per adult for the first two days, with an additional fee for each extra day, and must include accommodation in a hotel rated four stars or higher.
A Blueprint for the Future?
Saudi Arabia's approach could serve as a blueprint for other nations looking to boost their tourism sectors. By treating the visa not as a separate bureaucratic hurdle but as a feature of a travel product, the model removes a major point of friction for consumers. It represents a deep integration of public (immigration) and private (travel industry) systems. If the pilot proves successful and expands globally, it could pressure other countries to rethink their own visa processes. The future of travel might involve fewer consular appointments and more one-click package deals where the visa is simply part of the purchase, fundamentally altering the business model for online travel agencies and traditional tour operators alike.
