What Exactly is the Package Visa?
The Package Visa is a new initiative from Saudi Arabia’s Ministry of Tourism, launched in early July 2026, designed to streamline the entire process of planning a trip to the Kingdom. Instead of booking flights, hotels, and applying for a visa separately,
this service allows eligible travellers to purchase a comprehensive package from an approved travel provider. This single transaction covers a confirmed round-trip flight, accommodation at a licensed hotel (minimum four-star), and the electronic issuance of a tourist visa. The idea is to reduce paperwork and simplify logistics, making Saudi Arabia more accessible as a tourist destination as part of its Vision 2030 goals.
The 'Pilot Program' Reality
The crucial term to understand here is "pilot." When a government launches a visa program as a pilot, it means they are testing the system on a smaller scale before a potential wider rollout. This phase is used to identify operational challenges, gather feedback, and refine the process. For travellers, this implies that the service is not yet a permanent or universally available option. It's subject to change, and its availability is intentionally restricted to a manageable scope. The program is currently only offered through a few accredited travel and tourism companies that have met strict criteria, including having robust digital platforms and 24/7 customer support.
Unpacking 'Limited Availability'
The primary limitation, for now, is based on nationality. The pilot program has been rolled out to a select group of countries, which fortunately includes India. Other nations in the initial phase include Pakistan, Egypt, Jordan, Bangladesh, Indonesia, and Mexico. This means that while Indians are eligible, they must book through one of the few currently approved travel agencies offering these specific packages. Furthermore, the visa obtained is a single-entry tourist visa valid for three months, allowing for a stay of up to 88 days. It's important to note that this package does not include arrangements for Umrah, although visitors are permitted to travel to Mecca and Madinah on this visa. Cancelling the travel package will also automatically revoke the visa.
What it Means for Indian Travellers
For Indian citizens, the Package Visa offers a tantalizingly simple path to visiting Saudi Arabia, bypassing the need for separate, often complex, visa applications. However, its pilot nature means it's not a silver bullet for everyone just yet. The requirement to book a complete, and potentially more expensive, package with a four-star hotel might not suit budget travellers. The number of approved travel agents is still small, limiting choice and competitive pricing. It is a significant step forward, especially for first-time visitors or those looking for an all-inclusive, hassle-free experience. It adds a new, streamlined option alongside existing visa routes.
Other Routes to Saudi Arabia
It's essential to remember that the Package Visa is just one of several ways for Indian nationals to enter Saudi Arabia. The Kingdom has expanded its visa portfolio significantly in recent years. Many Indian travellers can still apply for a standard electronic tourist visa through the official Visit Saudi portal, especially if they hold a valid and previously used visa from the US, UK, or Schengen area. Visa-on-arrival is another possibility for those meeting specific criteria. Separate visas for business, Hajj, and Umrah also continue to operate under their own specific regulations, which often have seasonal restrictions. Therefore, travellers should evaluate which visa type best fits their itinerary and budget.
