This move was made to bring transparency and accountability to a market often perceived as anonymous and difficult to trace. By bringing exchanges under the PMLA framework, the government aims to prevent illicit activities and protect the integrity of the nation's financial system. For investors, this regulatory oversight adds a critical layer of security and legitimacy to the platforms they use.
The Core Rules of FIU Compliance
FIU compliance isn't just a one-time registration; it's an ongoing commitment to a strict set of rules. For a crypto exchange to be considered compliant, it must actively implement several key measures. The most important is a robust Know Your Customer (KYC) program, where the exchange verifies the identity of every user, typically using official documents like PAN and Aadhaar.
Beyond KYC, compliant exchanges must continuously monitor transactions for unusual or suspicious activity. This includes flagging high-value trades, strange patterns, or anything that might suggest illegal fund movements. These findings must be reported to the FIU through Suspicious Transaction Reports (STRs). This record-keeping and reporting ensures that a trail exists, making it harder for bad actors to misuse the platform.
How to Verify an Exchange's Compliance Status
Checking if your exchange is FIU-compliant is a straightforward but essential safety step. Compliant exchanges are generally transparent about their regulatory status. You can usually find this information in the footer of their website, on their 'About Us' page, or within their terms of service. Look for explicit mentions of being registered with "FIU-IND" or being a "PMLA-compliant entity."
As of mid-2026, dozens of platforms, including major Indian exchanges like CoinDCX, WazirX, and ZebPay, are registered. Several international exchanges that serve Indian users, such as Binance and KuCoin, have also completed the registration process after facing initial bans and paying penalties. If you cannot find any mention of FIU registration on an exchange’s platform, it is a significant red flag.
The Real Risks of Using Non-Compliant Platforms
Trading on a non-compliant exchange might seem convenient, but it carries substantial risks. The Indian government has demonstrated it will take decisive action against platforms that operate outside the law. In early 2024, several major offshore exchanges were blocked for non-compliance, and more recently, in September 2026, the FIU issued notices to another 15 offshore platforms, seeking to have their websites and apps taken down.
For a user, this can mean a sudden loss of access to the platform and, potentially, the funds held there. Without FIU registration, you have no legal recourse within India if your assets are frozen or lost. These platforms operate outside Indian law, leaving you exposed to risks with no clear path to resolving disputes or recovering your investments.
A Safer, More Mature Crypto Market
While some may view these regulations as restrictive, they are a sign of a maturing industry. FIU compliance helps separate legitimate, professionally run exchanges from shadowy operators. This crackdown fosters a safer and more stable environment for both new and experienced investors.
