Indian Railways has launched a forward-thinking Rail Tech Policy, a significant step under the '52 Reforms in 52 Weeks' initiative, aimed at invigorating
the railway sector through collaborative innovation. This policy extends an open invitation to innovators, burgeoning startups, established industries, and academic institutions, encouraging them to contribute novel technological solutions. The framework simplifies the process for innovators to come forward, introducing a dedicated 'Rail Tech Portal' as the central hub for all innovation-related activities. This digital gateway promises a user-friendly experience, significantly boosts the scale-up grants available, and doubles the financial support for developing and testing prototypes. The goal is to transition from rigid, specification-based vendor selection to a dynamic, innovation-centric approach where promising new technologies are readily trialled and adopted.
Innovation in Action
The Rail Tech Policy champions a diverse range of cutting-edge innovations crucial for modernizing Indian Railways. Key focus areas include advanced AI-powered systems like an Elephant Intrusion Detection System (EIDS) to prevent wildlife accidents, and AI-based fire detection in train coaches for enhanced safety. Drones will be utilized for an efficient broken rail detection system, complementing rail stress monitoring systems and sensor-based load calculation devices for parcel vans. Innovations extend to energy efficiency with solar panels on coaches and improved passenger experience through an AI-based coach cleaning monitoring system. Furthermore, AI will tackle operational challenges, such as obstruction detection in foggy conditions and streamline administrative tasks like pension and dispute resolution processes. This initiative draws inspiration from successful models like the defense sector's iDEX and startup frameworks from the Ministry of Electronics & IT.
Funding and Scale-Up
A robust funding structure underpins the Rail Tech Policy, designed to nurture promising ideas from inception to widespread implementation. When a startup or innovator presents a viable technological solution, such as AI-enabled camera systems to detect elephants near tracks, Indian Railways commits to supporting up to 50% of the development costs. This crucial initial investment de-risks the innovation process for creators. The long-term vision is clear: once a technology proves its efficacy through successful trials, substantial, long-term orders will be placed. This ensures that successful innovations are not confined to experimentation but are scaled up significantly, demonstrating a commitment to adopting advanced technologies across the network. Potential applications are vast, including AI-driven CCTV for passenger security and advanced track monitoring using radar, AI, and infrared cameras to preempt potential accidents by detecting track defects.
Digital Claims Transformation
Marking Reform Number Four, Indian Railways has fully digitized and transformed the Railway Claims Tribunal (RCT) with the introduction of the E-RCT system. This comprehensive digitization enables end-to-end computerization of all tribunal operations, promising a faster, more transparent, and universally accessible claims process. With 23 RCT benches nationwide, the current system often presents challenges, particularly for passengers who may be far from the incident location or their usual residence when filing a claim, leading to jurisdictional complexities. The new E-RCT system eradicates these hurdles, allowing aggrieved passengers to file claims electronically from anywhere in the country, at any time, even while traveling. This digital transformation covers the entire journey from e-filing to case management, aiming to complete the digitization of all RCT benches within the next 12 months and potentially serve as a model for other tribunals.
