An Unsettling Revelation
Manisha Mhaiskar, a seasoned IAS officer with 33 years of service, shared an astonishing experience that occurred in 2023 shortly after the current government
was established and during the process of finalizing departmental postings. In an interview for a women civil servants' conference souvenir, she disclosed that a prominent political leader explicitly stated his unwillingness to have a woman secretary oversee his ministry. This unexpected declaration, as recounted by Mhaiskar, was a stark departure from the advancements made in gender equality within the administrative landscape. She expressed her profound shock at encountering such an antiquated perspective at a high level of governance, implying that this stance directly precluded her from being considered for that particular administrative role.
Career Unblemished, Until Now
Mhaiskar emphasized that this isolated incident stands as the sole instance of gender-based differential treatment she has encountered throughout her extensive three-decade-long career in the Indian Administrative Service. She clarified that prior to this event, she had not faced any impediments or discriminatory practices due to her gender. This suggests that the minister's bias was an anomaly rather than a systemic issue she regularly navigated. The revelation has naturally led to considerable speculation within political circles, especially given that Mhaiskar did not publicly identify the minister in question. The news has garnered significant attention as it pertains to the current ruling Mahayuti coalition, led by Devendra Fadnavis.
Broader Administrative Insights
Beyond this specific incident, Mhaiskar also shared valuable insights into effective administration, drawing from her rich experience. She spoke about the critical importance of astute time management, the strategic setting of priorities, and the art of cultivating a high-performing team, asserting that the ultimate success of administrative endeavors hinges on the collaborative synergy between officers and their respective teams. Furthermore, Mhaiskar highlighted the personal benefit she derives from her presence on social media, viewing it as a vital platform for articulating her perspectives and engaging in public discourse. This multifaceted approach underscores her commitment to both efficient governance and personal expression.
