International travel in India is set for a significant upgrade with the introduction of the Baggage Rules 2026 and the accompanying Customs Baggage (Declaration
and Processing) Regulations, 2026. These new frameworks are designed to transform the often tedious customs experience into a more efficient, transparent, and passenger-friendly process. By modernizing declaration procedures and clarifying allowances, the government aims to reduce airport delays and enhance the overall journey for everyone arriving in or departing from India. Enhanced Duty-Free Allowances
The revised Baggage Rules 2026 significantly elevate the duty-free allowance for various traveler categories. Residents, overseas visitors of Indian origin, and foreign nationals holding valid visas (excluding tourist visas) can now bring personal goods valued up to Rs 75,000 into India without incurring any customs duties. This increased limit offers greater flexibility and convenience for those returning to India, allowing them to carry more personal belongings with ease. This adjustment is a welcome change, simplifying the process of bringing personal effects back into the country and providing more value to international passengers.
Specific Tourist & Crew Limits
To cater to diverse travel needs, the updated customs regulations establish distinct duty-free limits for specific groups. Foreign tourists entering India are now permitted to carry items worth up to Rs 25,000 free of customs duty, ensuring a more defined allowance for short-term visitors. Similarly, airline crew members benefit from a clear provision, allowing them to carry goods valued up to Rs 2,500 without any duty. NRIs & Transfer of Residence
For Non-Resident Indians (NRIs) relocating back to India, the Transfer of Residence (TR) benefits have been considerably simplified. Individuals who have resided abroad for less than one year can now bring in duty-free goods up to Rs 1.5 lakh. This concession is a thoughtful provision aimed at easing the transition for Indians returning home after a period of living overseas, reducing the financial burden and complexities associated with customs clearance of their personal belongings. Long-Term Resident Allowances
The Baggage Rules 2026 offer substantial duty-free allowances for individuals returning after extended stays abroad. Those who have lived overseas for a period ranging from one to two years can bring in goods valued up to Rs 3 lakh duty-free. Furthermore, individuals who have resided abroad for more than two years receive an even more generous allowance, permitted to carry items worth up to Rs 7.5 lakh without customs duty. These increased limits provide significant financial relief and convenience for long-term expatriates making their permanent return to India.
Duty-Free Jewellery Rules
A notable change under the new regulations addresses the duty-free import of jewellery. Returning residents and individuals of Indian origin who have spent over a year abroad can now import jewellery based on its weight, eliminating previous value-based ambiguities. Women are allowed to bring up to 40 grams of jewellery duty-free, while other individuals can carry up to 20 grams. This weight-based system simplifies the process and reduces the potential for confusion or disputes related to the valuation of personal jewellery brought into the country.
Temporary Import/Export Ease
The new rules facilitate smoother temporary import and export of goods by allowing customs authorities to issue temporary baggage certificates. Travelers aged 18 and above can now import one laptop into India duty-free under the Baggage Rules 2026, a significant perk for students and professionals. Additionally, items such as cameras and wristwatches can be brought in within the general free allowance limits. The updated regulations also thoughtfully include provisions for carrying pets, making international travel more convenient for pet owners.
