In response to a devastating terror attack in Pahalgam on April 22, 2025, which tragically claimed 25 tourist lives and one local, Jammu and Kashmir authorities
have proactively introduced a robust QR code-based identification system. This innovative measure is designed to provide real-time digital verification for approximately 25,000 individuals engaged in the tourism sector across popular Kashmir destinations. The system encompasses a wide array of service providers, including pony-ride operators, photographers, hawkers, business owners, and external vendors. Its primary objective is to instill renewed confidence in tourists by ensuring they interact exclusively with thoroughly vetted and legitimate service providers, thereby mitigating risks and enhancing the overall travel experience in the region.
The Verification Process Unveiled
The implementation of this advanced safety protocol mandates that every service provider must successfully complete a stringent police background check. Coupled with Aadhaar-linked registration, this thorough vetting process culminates in the issuance of a unique QR code. Tourists can effortlessly scan this code using their mobile phones, instantly accessing critical information about the service provider. This includes their full name, contact number, residential address, and importantly, their registration and police verification status. This transparency empowers tourists with immediate knowledge, allowing them to make informed decisions and ensuring accountability within the tourism ecosystem. Special emphasis is placed on enforcement at 17-18 high-traffic spots in Pahalgam and similar checkpoints at other tourist hubs to prevent unauthorized access.

Mohammad Rouf, Vice-President of PonyWallah, Pahalgam, lauded the initiative as a commendable step, highlighting that all tourist stakeholders are now verified, offering customers a strong sense of security. Tourists, like Mohit Khanna, expressed happiness and a heightened sense of security, appreciating the ease with which they can instantly verify credentials. This program is viewed as a crucial addition to existing security arrangements, particularly with hundreds of tourists visiting daily, including many to Pahalgam. The administration is committed to refining this system to ensure the safety of both tourists and pilgrims, solidifying Kashmir's position as a premier and trustworthy travel destination.
