Simplified Travel Framework
The Indian government has proactively introduced the Baggage Rules, 2026, accompanied by new Customs Baggage (Declaration and Processing) Regulations,
2026, and a comprehensive Master Circular. The primary objective behind these updated regulations is to significantly simplify the customs declaration process for international travellers, thereby making it more efficient and transparent. This initiative is anticipated to drastically reduce the waiting times experienced at airport terminals and generally elevate the travel experience for individuals entering or departing India. As the volume of global travel continues to surge, these modernized rules represent a crucial advancement in making Indian airports more passenger-centric and operationally effective, addressing longstanding traveler concerns.
Enhanced Duty-Free Allowances
Under the newly implemented Baggage Rules 2026, international travellers are set to benefit from considerably increased duty-free allowances. Both Indian residents and foreign tourists possessing valid visas (excluding tourist visas) are now permitted to bring in goods valued up to ₹75,000 without incurring any customs duties. This upward revision in the allowance is specifically intended to provide returning Indian passengers with greater freedom and flexibility when bringing personal belongings back into the country, easing the financial burden and simplifying the process of re-entry.
Differentiated Tourist Limits
The revised customs framework also establishes distinct duty-free thresholds tailored for various traveler demographics. Foreign tourists undertaking visits to India are entitled to bring in personal items valued at up to ₹25,000 on a duty-free basis. Furthermore, airline crew members are allocated a specific duty-free allowance, enabling them to carry items amounting to ₹2,500 without the obligation of paying customs duty. These specific allocations aim to provide clear, unambiguous guidelines catering to the unique needs of different passenger groups.
NRI Relocation Benefits
The government has notably streamlined the Transfer of Residence (TR) benefits, offering enhanced support to Non-Resident Indians (NRIs) who are returning to settle in India after residing abroad. For individuals who have spent less than one year overseas, the updated rules permit the import of duty-free goods with a value of up to ₹1.5 lakh. This measure is specifically designed to ease the transition for Indians relocating back home, by reducing the complexities and potential hurdles associated with customs procedures.
Long-Term Resident Allowances
The updated baggage rules significantly benefit individuals returning after extended periods of overseas stay. Travellers who have resided abroad for durations ranging from one to two years are now eligible to bring in goods valued up to ₹3 lakh duty-free. For those who have spent over two years living outside India, the duty-free allowance is further increased to a substantial ₹7.5 lakh. This progressive allowance structure offers considerable relief and convenience to long-term residents making their return to India.
Jewellery Duty-Free
A significant update for returning residents and tourists of Indian origin who have stayed abroad for more than a year is the new provision for duty-free jewellery. Instead of value-based limits, the allowance is now determined by weight. Women are permitted to carry up to 40 grams of jewellery without duty, while other individuals are allowed up to 20 grams. This weight-based approach is intended to simplify the assessment process and eliminate any ambiguity previously associated with valuing jewellery for customs purposes.
Temporary Goods Handling
The process for the temporary import and export of goods has been substantially simplified, with customs authorities now empowered to issue temporary baggage import or export certificates. This enhancement is particularly beneficial for travellers who are bringing professional equipment, valuable items, or other goods into India on a temporary basis. The new procedure aims to minimize delays and reduce the likelihood of such items being held up at customs checkpoints, thereby facilitating business and personal travel with valuable equipment.
Electronics & Pets
Under the Baggage Rules 2026, individuals aged 18 years and above are now permitted to import one laptop without attracting any customs duty. Additionally, travellers can bring personal items such as cameras and wristwatches within their general free allowance limits. The updated regulations also address the transportation of pets, incorporating provisions to make international travel with animal companions more convenient and straightforward for passengers, thereby enhancing the overall travel experience.
