New Delhi: Gwalior is set to host India’s first dedicated Telecom Manufacturing Zone under an agreement signed between the Department of Telecommunications
and the Madhya Pradesh government. Union Communications Minister Jyotiraditya Scindia and Chief Minister Mohan Yadav attended the signing at Vigyan Bhawan in New Delhi on Thursday, July 30.
The proposed project will cover around 350 acres and bring telecom research, testing and manufacturing into one industrial campus. The government expects the first phase to receive ₹500 crore in central assistance for basic infrastructure. The project is still at an early stage, so investment and job figures remain estimates linked to future company participation. The Press Information Bureau had listed the MoU signing for the Gwalior Telecom Manufacturing Zone as an official government event.

What will be made at the Gwalior telecom zone?
The manufacturing zone is planned as a common base for companies working across the telecom supply chain. Proposed areas include:
- Mobile phones and telecom equipment
- Fibre-optic products
- Network hardware
- Semiconductor components
- Equipment linked to 5G and future 6G networks
- Research, product design and testing
The aim is to give manufacturers ready industrial facilities rather than making each company build every part of its setup from scratch.
₹35,000 crore investment and 14,000 jobs projected
Scindia said the project could attract investment of up to ₹35,000 crore and generate more than 14,000 jobs. Dixon Technologies, HFCL and Tejas Networks were named among the companies expected to consider investments in the zone.
These numbers are projections rather than completed investments. The final outcome will depend on land development, company commitments, approvals and the time taken to begin production.
A special purpose vehicle will manage the project. The Madhya Pradesh government will hold a 51% stake, with the Department of Telecommunications owning the remaining 49%.
Why the project matters for India
India is one of the largest telecom markets, yet several advanced components used in networks and devices still come from overseas suppliers. A manufacturing cluster could help local companies share testing facilities, suppliers and skilled workers.
The government has been promoting telecom testing and research facilities in tier-2 and tier-3 cities, including 5G laboratories in educational institutions.
