New Delhi: The 11th Governing Council meeting of NITI Aayog witnessed participation from all 28 chief ministers on Thursday. Chaired by Prime Minister
Narendra Modi at the Rashtrapati Bhavan Cultural Centre, the meeting marked a significant departure from previous years when several opposition-ruled states had boycotted or skipped the annual gathering.
Chief ministers from all seven opposition-ruled states attended the meeting. These included Tamil Nadu’s Joseph Vijay, Karnataka’s DK Shivakumar, Kerala’s VD Satheesan, Telangana’s Revanth Reddy, Jharkhand’s Hemant Soren, Himachal Pradesh’s Sukhvinder Singh Sukhu and Jammu and Kashmir’s Omar Abdullah.

They joined BJP chief ministers and representatives from Union Territories, along with several Union ministers, for discussions on national development priorities.
Following the meeting, the chief ministers of Uttar Pradesh, Tamil Nadu, Karnataka, Telangana and Jammu and Kashmir also met Prime Minister Modi individually. Four of these states are governed by opposition parties.
The meeting’s full attendance stood in sharp contrast to recent years. At the 10th Governing Council meeting, opposition chief ministers including West Bengal’s Mamata Banerjee, Kerala’s Pinarayi Vijayan and Karnataka’s Siddaramaiah, along with Bihar Chief Minister Nitish Kumar, did not participate. In 2024, a total of 10 chief ministers were absent, with some opposition leaders boycotting the event and others deputing representatives due to prior engagements. A similar pattern was seen in 2023, when nine chief ministers skipped the meeting

Sharing photographs from the event on X, PM Modi highlighted the importance of cooperation between the Centre and states.
“Guided by the spirit of cooperative federalism, we are working together to accelerate India’s development journey. The collective efforts of the Centre and States will play a pivotal role in realising our shared vision of Viksit Bharat,” he wrote.
PM Modi stressed that creating opportunities for young people through quality education, industry-focused skills and employment should remain a key priority. He also described women-led development as central to the Viksit Bharat vision.
“From farming and startups to science and innovation, Nari Shakti is contributing across the domains,” he said.
The attending chief ministers also presented their development priorities and raised state-specific demands before the Centre.
