New Delhi: Prime Minister Narendra Modi will preside over the 11th Governing Council meeting of NITI Aayog on Thursday, with the session focused on translating
the government’s vision of inclusive human development into concrete, measurable outcomes for every citizen as India marches toward its Viksit Bharat @2047 goal.
The meeting will bring together chief ministers and lieutenant governors from across the country to collectively deliberate on the ‘Inclusive Human Development Framework’, a structured approach built around four core pillars: foundational human capital and future-ready skills; productive employment, entrepreneurship and decentralised growth; health, nutrition and wellbeing; and equity and dignity for all, according to an official statement.
What will be discussed
The Governing Council will examine measures to foster entrepreneurship, strengthen skill development initiatives and generate sustainable employment opportunities at scale across the country. A key focus will be on mapping out an implementation roadmap that harnesses critical enablers, including governance reforms, digital public infrastructure, inter-departmental convergence, public-private partnerships and data-driven monitoring systems, to ensure both short-term and long-term outcomes are tracked with accountability and measurable impact.
Aligning state and national visions
A central theme of the discussions will be aligning individual state visions with the national framework on inclusive human development, reinforcing a unified and collaborative approach to equitable and sustainable growth across all regions of the country. The session will also take up recommendations that emerged from the 5th National Conference of Chief Secretaries held in December 2025, ensuring continuity and follow-through on priorities identified at that gathering.
The Governing Council meeting serves as one of the most major platforms for Centre-state dialogue on development policy, providing an opportunity for states to contribute directly to the national planning process and share ground-level insights on implementation challenges and opportunities.
