New Delhi: Police in Goa have filed a 4,150-page chargesheet in the high-profile Birch by Romeo Lane club fire case in Anjuna area of the state. At least
25 people had died, while several tourists and staff members were seriously injured in the inferno. The chargesheet was filed against 13 including main accused Ajay Gupta, Gaurav Luthra and Saurabh Luthra.
According to the FIR registered at Anjuna Police Station, a fire show was organised at around 11.45 pm on December 6, 2025, at the Birch by Romeo Lane club located in Arpora without adequate safety arrangements. The FIR further mentioned that there were no fire safety equipment at the venue and the event was being held without the required licences.
Inferno spread quickly and engulfed the club
During the fire show, the blaze reportedly went out of control and quickly engulfed the club premises.
The case was registered under multiple sections of the BNS including culpable homicide not amounting to murder, causing death by negligence, dangerous acts and other serious offences. Additional sections were added during the course of investigation.

1. Ajay Gupta – Resident of Gurugram; arrested in Delhi and currently in judicial custody.
2. Gaurav Luthra – Resident of Delhi; brought back from Phuket, Thailand, and currently in judicial custody.
3. Saurabh Luthra – Resident of Delhi; apprehended from Phuket and in judicial custody.
The three are partners of Being GS Hospitality Goa Arpora LLP and owners of the club.
Club management officials
4. Rajiv Modak – Corporate general manager
5. Vivek Singh – General manager
6. Vijay Kumar Singh – Operations manager
7. Priyanshu Thakur – Gate manager
8. Rajveer Singhania – Bar manager
They have been accused of ignoring safety norms and failing to ensure compliance with fire regulations.
Local panchayat officials
9. Roshan Redkar – Then sarpanch of Arpora-Nagoa Panchayat
10. Raghuveer Bagkar – Panchayat secretary
Both are accused of permitting the club to operate without valid approvals.
Event management company officials
11. Mayur Kolwalkar – Director, K-Dance Events Private Limited
12. Mohammed Afif Abdulsab Bateri – General Manager of the same company
They were responsible for organising the fire show.
Property owner absconding
13. Surinder Kumar Khosla – 78-year-old British national and property owner. A non-bailable warrant and a Blue Corner Notice have been issued against him, but he remains absconding.
What has happened so far in the case
Police have recorded statements from 305 witnesses in the case. Several technical reports, including findings from the fire department, along with documentary evidence, have been submitted with the chargesheet.
The investigation concluded that if proper fire safety equipment, emergency exits and required permissions had been in place, the scale of the tragedy could have been prevented.
