For the past couple weeks, the subject of the waiver wire has come up with Raiders head coach Klint Kubiak several times. Sometimes he has brought it up himself, making no bones about the fact that the Raiders were closer to needing outside help than they were a team that was so flush with great players, he was more worried about who to let go.
That's a somewhat refreshing approach to be open about, considering usually coaches are more likely to talk about their difficulties in triming the roster even if everyone knows that roster isn't overflowing with talent.
The thing is, though, for all the talk and expectations the Raiders could be very busy on the waiver wire, they came away having put a claim on just one player.
That player was 49ers CB
Darrell Luter.
And the Raiders seemed to know exactly what they were doing because the guy the got received more waiver claims than any other player. With the Raiders among five teams to put in a claim for him.
As it turns out, Darrell Luter had by far the most interested teams on the waiver wire yesterday: the Titans, Dolphins, Cowboys and Colts all attempted to claim him. The Raiders had priority.

That's three more waiver claims than any other player who had been placed on waivers at the cutdown. And since the Raiders had top priority, they got him. The Titans were the next highest at four in the waiver order.
At the time of Luter's claiming, scooping up a cornerback was a tad surprising considering it looked like that was one of the few positions that, while not top heavy, was certainly deep. But the move seems far less surprising when you remove the position and focus on the player and look at the interest in him from around the league.
