Outside of a stellar opener against the Houston Texans in Week 1, we haven't really been able to see DJ Moore fully unleashed in the Buffalo Bills' offense just yet.
That's because a shoulder injury suffered in Week 2 has almost certainly affected Moore's effectiveness (if not outright availability) ever since. Heading into a matchup with the Las Vegas Raiders on Sunday, Moore has officially been ruled out as the Bills are electing to steal more rest for their No. 1 receiver ahead of a Week 7 bye week.
It sucks for Buffalo in the short term (and any fantasy managers of Moore), but it is the smart, proactive, and big-picture move that may allow Moore to fully heal his injury for an important second half of the season:
Bills WR DJ Moore is inactive;
Josh Palmer is active.

Buffalo is making the calculation that it probably doesn't need Moore against a middling Raiders defense on paper. Josh Allen should be able to keep them buoyed. However, attacking defenses in the Baltimore Ravens and Minnesota Vikings await Buffalo immediately after their bye week, and the Bills will certainly need Moore to hopefully enjoy success against them. We'll see how Moore recovers from his injury with essentially the rest of October off from game activity.
