The PGA Tour’s eligibility criteria — the means by which members earn and retain playing privileges — parrot the U.S. tax code in its fondness for carve-outs and caveats, and in how weighted it is in favor of those who’ve wielded enough clout to shape it over time.
The priority ranking used to determine tournament fields currently runs to 48 categories and betrays decades' worth of the horse trading and finger-bending that often define member organizations. The layers of entitlement grafted on include places for the PGA Club Professional champion, the PGA Section champion, veterans with 300 made cuts, veterans with 150 made cuts, and sponsor invites that are invariably gifted to guys who’ve been around long enough to forge relationships with those
who write the checks. Not until the twenty-first category on the priority list is the door cracked for the next generation of talent — top performers from the Korn Ferry Tour, followed a few items later by graduates of the PGA Tour University program. All of which is context for why the changes announced this week are so remarkable.
When the Tour divides into two tiers in 2028 — the Championship Series for the have-yachts, the Challenger Series for the have-nots — there will be just seven ways to qualify for the uppermost level, and those places must be earned, not granted by legacy achievements or professional golf’s outdated version of primogeniture. As proof that the PGA Tour’s CEO, Brian Rolapp, is serious when he talks about enforcing meritocracy, the new rules even apply to Tiger Woods, who has been a walking (or hobbling) asterisk when it comes to rules and regulations.
In February of 2025, the Tour created a lifetime exemption into its elite Signature events for members with 80 or more wins. Since Sam Snead is indisposed, that makes it the Woods favor. So far, it’s been purely theoretical. He has started in only two regular Tour events since the end of 2020, finished just one, and entered none since the exemption was announced. The Tiger dispensation went unmentioned in the Tour’s 2,500-word statement explaining its coming changes, so I asked. A spokesperson confirmed that Woods keeps his free pass for the final season of Signature events in 2027, but not beyond that. Which is appropriately reflective of how rapidly developments arrive at the Tour now, a “lifetime” exemption rendered useless after less than three years. (Woods does remain the only member of the Tour’s board without an expiration date on his term, proving that banana republicanism isn’t entirely dead in Ponte Vedra).
Woods then has a couple of options if he wishes to compete again. He can use his access to Signatures in ’27, knowing it’s a huge head start toward finishing among the top 90 on the season-long points list who earn Championship-level status in ’28. Or he can use a future one-time pass into that tier based upon his position on the career money list, which he would likely have to combine with a medical waiver since rules require a member to have played 15 events in the season prior to going the money list route. Woods will probably be 51 years old by the time he next plays a PGA Tour event, and knows that his past glories will soon count for naught. Body willing, perhaps he decides to shoot his shot in ’27 to see if he can earn his way into the future structure he has helped shape.
And yet a man who has barely competed in a half-dozen years has more clarity on his future than Jon Rahm. LIV golfers found little succor in the PGA Tour’s announcement, nor in public comments by its CEO. “We are not currently contemplating a returning member program like the one you saw in January,” Rolapp said, referencing the scheme that brought Brooks Koepka back from LIV. Rahm has a lot riding on Rolapp’s use of “currently,” hoping it doesn’t permanently rule out an alternative to the dead end his 20-percenter advisors led him into.
Absent a returning member pathway, the chances of LIV’s refugees accessing the PGA Tour in ’27 seem faint, and that in turn imperils their chances of qualifying for the lucrative Championship Series in ’28. Adding to their anxiety, no details have been settled on the Tour cards granted top performers on the DP World Tour. There will be cards given to the best in Europe — that will be resolved as part of a broader discussion about the strategic alliance — but how many and to what tier is undetermined. The number of golden tickets out of Europe will almost certainly be significantly cut from the current 10, meaning Rahm et al. would need to play a full and successful schedule far from home to grab one. And that assumes the mandarins in Wentworth don’t limit access to that pathway for returning LIV players.
But even the apparent winners in golf’s civil war will find aspects of the new structure unappealing. Rory McIlroy, for one. Starting in ’28, the distribution of points awarded for finishes will be consistent across all tournaments, whether it’s a major championship or a regular stop. The spread between allocations has also been flattened, so that the total earned for four 20th-place finishes equals that awarded for winning one green jacket. The intent is obvious: to narrow the prestige gap between weekly stops and majors, and to tilt the season-long points race in favor of guys who deliver solid performances regularly over those who are fleetingly exceptional. Just this week, McIlroy expressed his desire to compete more often in Europe. That won’t be easy under a system that incentivizes him to keep working in America because the also-rans can more readily gain ground on him in the race for status and bonuses.
Rolapp will see complaints from the Tour’s superstars as a price worth paying to usher this circuit into a meritocratic era. For much too long, the PGA Tour has had all the forward-looking vitality of Mitch McConnell, and mirrored the U.S. Senate in prizing seniority above all else, regardless of pulse. There will invariably be tweaks in the years ahead, but if Rolapp can actually succeed with this radical reinvention of the most hidebound league in all of sports, he might be a worthy candidate for an office higher than Roger Goodell’s for his next gig.
