One of the Tennessee Titans' biggest areas of opportunity on its roster is the secondary. The projected starters are Cor'Dale Flott, Amani Hooker, Kevin Winston Sr., Alontae Taylor, and Marcus Harris. Behind them, though, there are plenty of questions, especially with Kendell Brooks and Joshua Williams starting the season on injured reserve.
Apparently, the Titans attempted to remedy this situation on Monday, but the Las Vegas Raiders beat them to the punch.
The Raiders had the top spot on the waiver wire, and they were allowed to select as many players as they wanted. One of those players was former San Francisco 49ers cornerback Darrell Luter, who garnered interest from multiple teams.

Luter was drafted by the 49ers in the fifth round of the 2023 NFL Draft. Over his three seasons, Luter has appeared in just 27 games, spending much of his first two seasons in the NFL dealing with injuries. In 2025, Luter recorded 28 tackles (17 solo), one fumble recovery, one pass defensed, and 1.5 stuffs.
Given the teams listed here, had the Raiders not claimed Luter, he likely would have landed in Tennessee. If Luter had made his way to Nashville, he would have been reunited with his 2025 defensive coordinator, Robert Saleh, and he could have provided depth and/or a rotational piece for the secondary.
Unfortunately for the Titans, Luter was claimed by the Raiders, and he will don black and silver this fall.
