Arizona Cardinals head coach Mike LaFleur said on the day before they played the Carolina Panthers in the Hall of Fame Game that roughly 35 players on the roster would not play. That number ended up being 41.
Between injured players and guys who wouldn't have played even when healthy, 41 Cardinals players did not appear in the preseason opener, a 33-30 last-second loss to the Panthers.

Sweat, Williams and Reiman are still on PUP and could not play. Conner has not practiced in 11-on-11s yet. Blount is injured. So is Benson.
Thomas has been practicing but is coming off a torn ACL.
The rest we can presume are expected to make the roster at this point.
