I think the Giants (-140) squeak this one out, but not enough to cover, which is why I'll take my bet to the spread.
Against the spread

The Giants face a much different outlook without their starting quarterback. Jameis Winston did not look good on Monday night but you'd have to think he'll look better after a week of work taking all the reps behind center.
Tennessee is 0-2 but was very competitive against Philadelphia. The Titans led 20-17 before allowing the winning touchdown with 9 seconds remaining. Ward showed improvement but it was the defense that looked good, intercepting Jalen Hurts twice.
New York now has to regroup on a short week with injuries beginning to pile up, including concerns along the offensive line. Tennessee offensive coordinator Brian Daboll spent the previous 4 seasons coaching the Giants, giving him plenty of familiarity with New York’s personnel. With the Giants adjusting to life without Dart, this should remain a close game.
Over/Under
BET UNDER 37.5 (-115).
Neither offense has shown much consistency through 2 weeks. Tennessee has scored just 30 points while New York managed 6 points and 182 total yards against the Rams. With Winston taking over, the Giants could lean more heavily on the running game and a conservative approach. Tennessee has also struggled to sustain drives, setting up a matchup where long scoring stretches could be hard to find.

Tennessee has also struggled defending the pass early, giving Likely a favorable opportunity to reach 50 receiving yards in Week 3.
