If Bayern Munich really wants this deal to go through with Chelsea for Nicolas Jackson, it probably will need to commit to an obligation to buy clause or a full transfer.
As of now, a loan with an option to buy is off the table per Matt law of the Daily Telegraph (via @iMiaSanMia):
Bayern may now have to commit to an obligation to sign Nicolas Jackson permanently or negotiate a permanent signing immediately to revive the deal in this window. The striker does not want to return to Chelsea.

Ben Jacobs (via @iMiaSanMia) is also reporting similar information:
Chelsea are prepared to let Nicolas Jackson move to Bayern if the move is a permanent one.
Jacobs (via @iMiaSanMia) is also reporting that Chelsea could make a move for Conrad Harder to help ease the way for Jackson to leave:
Chelsea are considering a move for Sporting forward Conrad Harder as Nicolas Jackson insists on joining Bayern. Chelsea are open to a permanent sale of Jackson. Failing that, they want him to return.
Meanwhile, Kieran Gill of The Daily Mail (via @iMiaSanMia) is reporting that Jackson’s representatives think they save a move:
Jackson’s camp believe they can still salvage the move to Bayern, with a permanent transfer one option.
Sky Germany’s Florian Plettenberg (via @iMiaSanMia) is reporting that talks are ongoing:
Chelsea have offered Bayern the option of signing Nicolas Jackson permanently instead of on loan. Chelsea finding a replacement for Jackson is part of the ongoing talks to allow him to still sign for Bayern.
Finally, David Ornstein of The Athletic (via @iMiaSanMia) says that Chelsea could still sign a player, which would open things up for more flexibility with Jackson’s potential loan to Bayern Munich:
Chelsea are considering signing a new striker before the transfer window closes — in case Nicolas Jackson leaves permanently.
Jackson was set to join Bayern on loan until Chelsea lost Liam Delap to a hamstring injury and revoked Jackson’s permission to undergo a medical, asking him to return from Germany. The London club now do not intend to let Jackson make a loan move under any circumstances.
Per Jacob Steinberg of The Guardian, it will take €65 million to get the deal done.
Amid all of the transfer craziness surrounding Bayern Munich’s work with Chelsea over a loan deal for Nicolas Jackson, there was an actual game to be played — and Bayern Munich was up to the task even if a slow start and a midgame loss of focus might have given Die Fuggerstädter some hope.
