According to a report from Sky Germany journalist Florian Plettenberg, Bayern Munich has submitted a contract offer to PSV Eindhoven attacker Ismael Saibari and his camp:

On Monday, direct talks took place between Vincent Kompany, Max Eberl, Saibari and his representatives.
There is no agreement with PSV Eindhoven yet. Bayern also have clear financial limits in this case. Kompany has approved Saibari as a versatile

Per Fabrizio Romano, who has been tracking this story from the start, Bayern Munich is also in talks with PSV Eindhoven, but no transfer fee has been discussed as of yet:
