The Buffalo Bills are set to kick off against the Carolina Panthers in right around 90 minutes. That means that each team has officially declared its inactive list for the week. Buffalo had already ruled out three players, with one of them—safety Taylor Rapp—placed on injured reserve. That means Rapp was already off the 53-man roster, so he won’t appear on today’s list of gameday inactives.

WR Joshua Palmer
After making a pair of nice catches early in Buffalo’s loss to the Atlanta Falcons, Palmer was tackled from behind and bent his ankle awkwardly on the way down. He’s still recovering from that injury, which is listed as both an ankle and a knee issue. Buffalo has five wideouts active today—Khalil Shakir, Keon Coleman, Curtis Samuel, Elijah Moore, and Tyrell Shavers.
OT Chase Lundt
Another week, another healthy scratch for the rookie.
EDGE Landon Jackson
This makes sense, as the Bills have Michael Hoecht back from suspension this week, so their 2025 third-round selection is back to a healthy scratch. Javon Solomon provides help on special teams as well as some pass-rush juice, so he’s active. Greg Rousseau, Joey Bosa, and A.J. Epenesa make up the rest of Buffalo’s defensive end group.
DT DaQuan Jones
The veteran hurt his calf in warmups before the Atlanta game, and he’s still recovering. Jordan Phillips is up from the practice squad, and Larry Ogunjobi is back from suspension this week. They’ll back up Ed Oliver and Deone Walker.
LB Matt Milano
The veteran practiced in a limited capacity this week, but he’s been deemed inactive this week. We’ll likely see Shaq Thompson in his place next to Terrel Bernard, who was also listed as questionable but is active today.
CB Brandon Codrington
The return specialist is a healthy scratch with first-round pick Maxwell Hairston returning from injured reserve. Ty Johnson and Ray Davis, or perhaps even Curtis Samuel, will handle kickoff returns, with Khalil Shakir the likely person to draw punt return responsibilities.
