According to a report from Sky Germany journalist Patrick Berger, FC Barcelona’s first offer to Borussia Dortmund for Karim Adeyemi is worth €2o million — a figure that could be considered paltry by BVB:

The 24-year-old, who racked up 1,836 minutes, 10 goals, and 6 assists across all competitions, is likely worth more than Barca’s first offer, but it would not be a negotiation if the Catalans just came is firing off their maximum bid.
How eager is BVB to sell Adeyemi — especially for a lower fee than it paid for him? That remains to be seen.
