Alarming Death Toll
A startling revelation has emerged from Uttar Pradesh's jail system, with a Right to Information (RTI) query uncovering that a total of 419 convicted or undertrial prisoners lost their lives between January
1 and December 31 of 2025. This figure encompasses deaths across 66 Central and District jails within the state. The provided RTI response, however, did not delve into the specific causes that led to these fatalities, nor did it offer a jail-wise breakdown of the death statistics. The information was initially sought by Vineet Chaprana, a student activist affiliated with Chaudhary Charan Singh University, who expressed significant concern over the welfare of inmates. Chaprana noted that the deaths of inmates in district jails are a persistent cause for alarm, suggesting that potential negligence on the part of jail administration might be a primary contributing factor. He referenced a similar RTI inquiry from 2024 concerning Meerut jail, which reported 53 deaths, and highlighted the issue of numerous vacant medical positions, implying that a lack of prompt medical attention could be escalating the mortality rate.
Overcrowding Crisis
Beyond the concerning number of inmate deaths, the RTI disclosure also painted a stark picture of widespread overcrowding within several Uttar Pradesh jails. Facilities in locations such as Agra, Varanasi, Firozabad, Mathura, and Etah were identified in the RTI response as operating beyond their intended capacity. This overcrowding has a cascading effect, leading to a deficiency in mandated basic amenities and placing an immense strain on the existing resources, thereby creating a multitude of problems for those incarcerated. Chaprana indicated plans to formally lodge a complaint with the Human Rights Commission specifically addressing the issue of jail overcrowding. He emphasized that while the reported data pertains to 2025, the underlying concerns regarding prison conditions and their impact on inmate well-being are not new but have been a long-standing and persistent issue demanding urgent attention and systemic reform.
Notable Incidents
The gravity of the situation in Uttar Pradesh's jails is further underscored by specific incidents that have drawn attention. In June 2025, the National Human Rights Commission (NHRC) proactively initiated an inquiry following the deaths of three inmates within a mere 48-hour span at Varanasi’s District and Central jails. The initial reports attributed these deaths to illness and heart failure. Separately, in September 2025, the demise of undertrial prisoner Anil Kumar Tiwari in Hamirpur jail sparked considerable protests. His family alleged that his death was a result of fatal torture and extortion, leading to murder charges being filed against the jailer and seven other individuals. While the RTI response did not specify the causes for the 419 deaths, it's important to note that even prior to 2025, serious incidents have occurred. For instance, in May 2024, a 66-year-old inmate named Mohd Raisuddin, who was convicted of culpable homicide, succumbed to tuberculosis. In the same month, a 28-year-old, Riazuddin, experienced a heart attack during prayer, and despite being taken to the jail hospital, could not be revived. Additionally, in September 2023, Om Prakash Gupta, a 58-year-old undertrial in a cheating case, died under suspicious circumstances after reportedly falling in the jail bathroom.
