The Escalating Threat
Uttar Pradesh witnessed a concerning uptick in cybercrimes throughout 2024, accumulating a staggering 11,073 cases according to the National Crime Records Bureau (NCRB). This equates to an average of approximately
30 cyber offenses reported each day, or put another way, a new incident every 48 minutes. This figure represents a continuous upward trend over the past three years; the state recorded 10,117 cases in 2022, which rose to 10,794 in 2023, and further increased to 11,073 in 2024. The increment from 2023 to 2024 was 279 cases, a growth of roughly 2.6%, while the period between 2022 and 2023 saw a larger jump of 677 cases, approximately 6.7%. Cumulatively, Uttar Pradesh experienced a growth of 956 cybercrime cases between 2022 and 2024, marking an overall increase of about 9.4% across these two years. Despite this rising tide, the state's cybercrime rate per lakh population stood at 4.6, which is below the national average of 7.3, placing UP at the 16th position among all states and Union Territories nationwide.
Dominance of Financial Scams
Financial fraud emerged as the predominant category of cybercrime within Uttar Pradesh in 2024, with the NCRB data revealing a substantial 4,469 cases directly linked to various forms of financial deception. These included a wide array of illicit activities such as sophisticated phishing campaigns, fraudulent investment and trading applications, exploitation of One-Time Passwords (OTPs), deceptive 'digital arrest' schemes, enticing fake loan offers, cryptocurrency scams, and various online banking frauds. Law enforcement agencies pointed to organized interstate cybercriminal syndicates as being increasingly instrumental in perpetrating these offenses. These groups frequently employ tactics like impersonating customer care representatives, creating mirror websites that mimic legitimate ones, utilizing mule bank accounts for illicit transactions, and setting up fraudulent payment gateways to ensnare unsuspecting victims. The sheer volume of financial fraud highlights the pervasive threat to individuals' economic security in the digital realm.
Sexual Exploitation and Other Motives
Alarmingly, Uttar Pradesh recorded the highest number of cybercrime cases nationwide attributed to sexual exploitation motives in 2024, with 633 incidents falling under this grave category. This surge encompasses disturbing trends like sextortion, the illicit circulation of intimate media, the creation of fake social media personas for malicious purposes, and online blackmail often involving the manipulation of personal images. Beyond sexual exploitation, other significant motives for cybercrimes included 'causing disrepute,' which accounted for 1,204 cases, and revenge-driven offenses, totaling 837. Extortion-related cybercrimes numbered 212, while emotional distress, such as anger and harassment, was the motive behind 117 cases. Furthermore, 99 cases involved the disruption of essential public services, underscoring the diverse and damaging nature of cyber threats the state is confronting.
Crimes Against Women and Children
In 2024, Uttar Pradesh ranked third among states and Union Territories for cybercrimes specifically targeting women, with a total of 1,392 cases. This figure places it behind Karnataka (6,329 cases) and Maharashtra (2,496 cases). Within these cases against women, 562 involved cyber stalking and online bullying, 25 related to cyber pornography, and 10 concerned cyber blackmailing and threats. An additional 793 cases fell under the broad 'other cyber crimes against women' category. The state also ranked third in cybercrimes committed against children, reporting 186 cases, with Chhattisgarh leading at 274 and Rajasthan at 197. These child-focused incidents included 124 cases of cyber pornography and child sexual abuse material, 59 classified as 'other cyber-crimes against children,' and one case each of fake profiles, cyber bullying, and exploitation through gaming applications. These statistics highlight the vulnerability of these demographic groups to digital harm.
Investigation and Resolution Rates
At the commencement of 2024, Uttar Pradesh had 6,383 pending cybercrime investigations. With the addition of 11,073 new cases registered during the year, the police force was tasked with managing a total of 17,456 cybercrime investigations, averaging nearly 48 cases daily. Despite this substantial workload, the state demonstrated an impressive charge-sheeting rate of 54%, significantly surpassing the national average of 31.9%. Police successfully filed charge sheets in 6,644 cybercrime cases, encompassing 4,535 newly registered cases from 2024 and 2,109 cases carried over from previous years. The state's pendency rate for investigations concluded at 29.5%, considerably lower than the national average of 61.6%, indicating a relatively more efficient process for resolving cybercrime cases. Nevertheless, 3,541 cases were categorized as 'true but insufficient evidence, untraced, or no clue,' reflecting the inherent difficulties in apprehending perpetrators who leverage tools like VPNs, encrypted applications, fake SIM cards, and international digital networks.
