Crime Rate Below Average
Uttar Pradesh has reported a crime rate that is substantially lower than the nationwide average for 2024, as indicated by the most recent data from the National Crime Records Bureau (NCRB). The national
crime rate for the year stood at 252.3 cognizable crimes per lakh individuals across India's 28 states and eight Union Territories. In contrast, Uttar Pradesh recorded a rate of 180.2 cases per lakh population, marking a decrease of approximately 28.5% when compared to the all-India figure. This statistical achievement is particularly noteworthy given Uttar Pradesh's considerable population base, which typically leads to higher absolute numbers of reported incidents. When crime figures are normalized by population size, the state moves down in the rankings, securing the 21st position among all states and Union Territories based on its overall crime rate. This distinction between total crime volume and per capita crime rate is crucial for a balanced understanding of public safety in populous regions, as population density naturally influences the raw count of reported offenses, while the crime rate per lakh offers a more equitable comparison.
Absolute Numbers vs. Rate
Uttar Pradesh registered a total of 4,30,552 cognizable crimes in 2024, encompassing both IPC and the newer Bharatiya Nyaya Sanhita (BNS) provisions, with 2,21,615 falling under IPC and 2,08,937 under BNS. Officials emphasize that the difference between the total volume of crimes and the crime rate per population is vital for accurately assessing law and order. Large states with extensive populations will invariably report higher aggregate numbers of crimes. However, the crime rate per lakh population provides a more accurate and comparable metric for evaluating public safety across different regions. This nuanced perspective is essential for policymakers and the public alike. For instance, states like Kerala reported a significantly higher crime rate of 513 cases per lakh, and the Union Territory of Delhi led with 1,258.5 cases per lakh. Furthermore, several states with considerably smaller populations than Uttar Pradesh exhibited much higher crime rates. Telangana reported 497.7 cases per lakh, Haryana 368.5, Odisha 366.9, and Madhya Pradesh 321.6. Even Maharashtra, with a population close to half of UP's and around 13.5 crore, recorded a higher crime rate of 300 cases per lakh population, underscoring UP's relatively better performance.
Consistent Performance & Policing Improvements
The positive trend in Uttar Pradesh's crime rate is not a new development; the state also demonstrated a better-than-average performance in 2023. During that year, the national average crime rate was 448.3 cases per lakh population, while UP recorded 335.3 cases per lakh, indicating a reduction of over 25% compared to the national figure. This sustained improvement in law and order is attributed by officials to enhanced policing strategies. These include the adoption of advanced technology for surveillance, effective crackdowns on organized criminal networks, and a more streamlined process for filing chargesheets in criminal cases. Additionally, Uttar Pradesh achieved a chargesheeting rate of 76.7% in 2024, which is slightly above the national average of 75.6%. This means that in more than three-quarters of registered cases, the police successfully filed chargesheets, demonstrating efficiency in the investigative process and contributing to the overall perception of improved public safety.
