Billing System Overhaul
The Uttar Pradesh government has officially declared the end of the prepaid operational mode for its smart electricity meters, a decision that impacts a substantial portion of the state's electricity consumers.
This transition means that all 83 lakh smart prepaid meters, out of a total of 86.5 lakh smart meter connections, will now operate under a postpaid system. This change is intended to provide much-needed relief to consumers who have voiced concerns and experienced difficulties with the prepaid mechanism. Energy Minister Arvind Kumar Sharma highlighted that this initiative aligns with Chief Minister Yogi Adityanath's directive to make smart meters function akin to traditional meters, where consumers receive monthly bills for their consumption rather than being required to make advance payments. The core of this revised arrangement involves a monthly billing cycle, where consumption from the 1st to the 30th of each month will be tallied and presented to consumers. Bills are expected to be dispatched within ten days of the billing cycle's end, typically via SMS or WhatsApp, ensuring timely notification for payment.
Consumer Relief Measures
In conjunction with the shift to postpaid billing, the Uttar Pradesh government has implemented several measures to support electricity consumers and ensure a smoother transition. A key directive from the energy minister is to guarantee that electricity connections are not disconnected within the current monthly billing cycle, regardless of circumstances. This assurance aims to prevent any disruption in service for consumers as they adapt to the new system. Furthermore, individuals facing difficulties with outstanding dues will find relief through a new payment option allowing them to settle their arrears in up to 10 installments. This staggered payment plan is designed to ease the financial burden on consumers who may have accumulated pending charges. The government has also temporarily halted the replacement of older meters with smart prepaid meters. While the focus shifts to resolving existing issues, this pause indicates a broader reconsideration of the smart meter rollout strategy. Meanwhile, consumers are strongly advised to update their mobile numbers with the electricity department. This proactive step is crucial for ensuring that consumers receive all important billing information and service-related messages promptly and efficiently, thereby maintaining clear communication channels.
Focus on Uninterrupted Supply
The timing of this significant policy change, occurring just before the peak summer season, underscores the government's commitment to ensuring a stable and uninterrupted power supply. During periods of high electricity demand, which are typical in the summer months, consistent power availability is paramount for public convenience. The energy minister reiterated instructions during a review meeting at Shakti Bhawan, emphasizing the need for officials to prevent any public inconvenience. This proactive approach aims to address potential challenges and maintain essential services. The state government maintains that consumer convenience is at the forefront of its energy sector policies, and that continuous efforts are being made to incorporate and act upon feedback received regarding the implementation of smart meters. This commitment to addressing consumer concerns is further validated by the welcome reception of this decision from consumer representatives. Avadhesh Kumar Verma, chairman of the Uttar Pradesh Rajya Vidyut Upbhokta Parishad, expressed gratitude on behalf of consumers for Chief Minister Yogi Adityanath's decision, while also advocating for the withdrawal of FIRs lodged against farmers and others who protested the smart metering issues statewide.
