The First Stop: Local Verification Boards
The journey from a cast ballot to a certified result begins at the local level. In Missouri, this responsibility falls to local election authorities, which can be county clerks or boards of election commissioners. Immediately after an election, these authorities convene bipartisan verification boards. The members of these boards are appointed by the county chairs of the two major political parties, ensuring that both Republicans and Democrats oversee the process. Their first job is to conduct a thorough review of all the votes cast within their jurisdiction. This includes in-person votes, absentee ballots, and provisional ballots. They don't just recount; they reconcile the numbers to ensure every valid vote is accounted for and that the totals
are accurate before anything becomes official.
The Canvass and the First Deadline
This formal review process is known as the canvass. During the canvass, the verification board confirms the counts from each precinct, reviews provisional ballots to determine voter eligibility, and makes sure absentee ballots were correctly processed. It’s a meticulous and sometimes slow procedure designed to guarantee accuracy over speed. Missouri law sets a clear deadline for this crucial step. No later than the second Tuesday after the election, the local verification board must issue a statement announcing the results for their jurisdiction. This statement, called an 'abstract of votes', serves as the official returns for that county or city. However, state law prohibits any certification from happening before noon on the Friday after the election, creating a mandatory waiting period to allow for careful processing.
From Local to State: The Secretary of State's Role
Once the local verification boards have certified their abstracts of votes, they don't just keep them. For statewide and federal races, they are required to deliver these official abstracts to the Missouri Secretary of State. This is where the results from all of Missouri's 114 counties (and the City of St. Louis) are aggregated. The Secretary of State’s office then takes all these separate, certified reports and compiles them into a single, statewide tally. This step transforms the mosaic of local results into a clear picture of who won statewide offices, from governor to members of Congress.
The Final Word: The Board of State Canvassers
While the Secretary of State plays a pivotal role in collecting and summing up the votes, the final, official certification for statewide and federal offices is performed by a specific body: the Board of State Canvassers. According to the Missouri Constitution, this board is responsible for canvassing the returns for top executive offices. While specific timelines can vary slightly depending on the office, state law generally requires the final statewide canvass to be completed in the weeks following the election. For presidential elections, the process is expedited to meet federal deadlines. For most general elections, the final state certification must happen by the second Tuesday of December. Only after this board meets, reviews the compiled results, and formally signs off on them are the election results considered truly final and official.
