It Starts at the County Level
The first official step after Election Day isn't a single statewide action, but a careful, localized process that happens in each of Arizona's 15 counties. This crucial phase is called the 'canvass'. The County Board of Supervisors in each county is legally required to meet and conduct this canvass. This isn't a recount or an investigation; it's the official process of tallying and confirming the vote totals from all the precincts within that county, including early, mail-in, and provisional ballots. Think of it as each county balancing its own books. This duty is mandatory, not optional, and is designed to ensure every valid vote is accounted for in the initial, official count.
The County Certification Deadline
These county-level canvasses must be completed by a specific legal
deadline. For a general election, the County Boards of Supervisors are required to meet and finish their canvass no later than the third Thursday after the election. Once their canvass is complete, the board formally certifies its county's results. Immediately after, they must transmit these certified results—both electronically and by mail—to the Arizona Secretary of State. This step officially concludes the county's role and passes the baton to the state for the final phase of certification.
The Statewide Canvass: The Final Word
This is where the final, statewide certification happens. The key player here is the Arizona Secretary of State, who serves as the state's Chief Election Officer. The Secretary of State is legally required to conduct the official statewide canvass for federal offices (like President and Congress), statewide offices (like Governor), and legislative races. This isn't done in secret. The canvass is a public meeting held in the presence of the Governor and the Attorney General. If there are any statewide ballot measures or constitutional amendments, the Chief Justice of the Arizona Supreme Court also attends.
The Official Date of Certification
Arizona law sets a firm date for this final statewide canvass. For a general election, it must take place on the third Monday following the election. During this public meeting, the Secretary of State aggregates the certified results received from all 15 counties to produce and certify the final, official statewide result. This act of certification is what makes the election results official. It is a procedural and mandatory duty based on the numbers provided by the counties. Once this is done, the Secretary of State issues a certificate of election to the winning candidates, which legally entitles them to the office.
A System of Checks and Balances
The entire process is governed by the Elections Procedures Manual, a comprehensive guide that has the force of law and ensures consistency across all counties. The manual details the specific rules for everything from ballot handling to tabulation and certification. This decentralized system, where counties first certify their own results before a final statewide certification, is a deliberate feature. It creates a series of checks and balances, preventing any single person or office from having sole control over the outcome. The deadlines are strict, and the duties of the officials involved are ministerial, meaning they are legally compelled to perform them based on the vote counts.
